P &Z Meeting Minutes <br /> July 12, 1990 <br /> Page Four <br /> cost of computerized map overlays. The City Council did vote to <br /> pay for half of the cost of the computerized map overlays from <br /> Maier, Stewart and Associates. Commission member Wilharber also <br /> I noted that Maier, Stewart and Associates agreed that rights to <br /> the maps would belong to the City. <br /> Commission member Wilharber will present examples of the map <br /> overlays at their next meeting. <br /> ORDINANCE #4 - APPENATX B <br /> B10 - Site Plan (Special Use Permit) <br /> Chairman Tourville noted that this problem arose from the last <br /> meeting when Kevin Fuller presented his site plan for the <br /> Industrial Park. The Planning and Zoning Commission had <br /> questioned the need for a special use permit for a site plan. <br /> John Stewart, City Engineer, was present. Mr. Stewart rioted that <br /> a lot of Cities become disenchanted with the way people run their <br /> businesses. The special use permit allows the City the <br /> opportunity to comment on the site plan. <br /> Liaison Pelton stated that this requirement allows you to put <br /> conditions on the use. The use may be appropriate, but the way <br /> they want to set -up may not be. <br /> Chairman Tourville stated the Vandais Heights Site Plan <br /> Requirements appeared to address the concerns that might arise <br /> with no need for a special use permit. Chairman Tourville also <br /> stated he felt this was a misuse of a special use permit. <br /> Commission member Wilharber stated that the Planning and Zoning <br /> Commission still wants to have control over a site plan. <br /> John Stewart noted that once approved the special use permit <br /> allows you to go back and review the site plan on a yearly basis. <br /> It appeared to be the general consensus of the Planning and <br /> Zoning Commission that the problem was not with the idea of <br /> having control over a site plan, but with the calling it a <br /> special use permit. They felt that this is not a "use ". <br /> Motion by Wilharber, second by Welk to table the discussion of <br /> Ordinance #4 - Appendix B - B10 Site Plan (Special Use Permit) <br /> and B21 No Outdoor Storage, motion carried unanimously. <br />
