P &Z Meeting Minutes <br /> Page Six <br /> May 1, 1990 <br /> NEW <br /> SPECIAL USE PERMIT REQUEST - LAKE AREA TITILITY CONTRACTING - TOM <br /> DRESHAR (RENTER) <br /> Tom Dreshar was present. Mr. Dreshar explained to the Commission <br /> members that Lake Area Utility Contracting is the applicant for <br /> the Special Use Permit, but that he would be renting space from <br /> them for the purpose of oper'ating a consigned equipment sales. <br /> This would be a new venture and would consist of selling <br /> construction equipment and the taking in of consigned pieces of <br /> equipment (i.e. backhoes, cranes, bulldozers, ect.) He would <br /> like to put all of the equipment he has for sale in one central <br /> location to show prospective buyers. Mr. Dreshar stated that all <br /> of the equipment would be in operable condition. Mr. Dreshar <br /> stated it could consist of 20 - 30 pieces of equipment. In Mr, <br /> Dreshar opinion the request he is making is consistent with the <br /> business that. Lake Area Utility is currently conducting and is of <br /> the same type of construction equipment that the surrounding <br /> commercial property owners are storing. Mr. Dreshar also stated <br /> that he does not have plans for a building. <br /> Chairman Tourville familiarized the Commission members with the <br /> location of Lake Area Utility Contracting, noting that the <br /> surrounding property is zoned R -3 Single Family Expansion and the <br /> Center Oaks II development abutts the back end of this property. <br /> Commission member Wilharber asked Mr. Dreshar what improvements <br /> he would be considering. <br /> Mr. Dreshar stated that Lake Area will do the improvements and <br /> that a fence is all that is being considered. Mr. Dreshar stated <br /> that no lighting would be necessary because there would be no <br /> night sales. Mr. Dreshar also stated that he would not be <br /> repairing any equipment. Mr. Dreshar noted that he would start <br /> up and run the equipment for prospective buyers. <br /> Commission member Vermeulen asked if there would be an office. <br /> Mr. Dreshar noted that his office is located in his home and that <br /> he would be contacted there and would meet at the site. <br /> Chairman Tourville noted that some type of buffer zone, as long <br /> as this use is permitted in a commercial zone, should be set up. <br /> Chairman Tourville also noted that. the Ordinance was amended on <br /> April 27, 1988 so that a contractor's yard would not be permitted <br /> in a commercially zoned area.
