r <br /> r &Z Meeting Minutes <br /> Page Seven <br /> May 1, 1990 <br /> expressed concern as to whether this would be an expansion of the <br /> grandfathered rights of Lake Area, <br /> Mr. Dreshar noted that the type of equipment he is proposing to <br /> sell would not be too different from that of a farm implement <br /> dealership, which is an allowable use in a commercial zone. <br /> Chairman Tourville expressed that the concerns he felt needed to <br /> be addressed were two fold. The first being if this use fits the <br /> uses allowed, and second the complaints from the residential <br /> district. <br /> Mr. Dreshar stated that he would not be starting the diesel <br /> engines at odd hours. His use would not extend further back than <br /> the 300 feet zoned commercial. He does not have any proposed <br /> improvements except for a chain link fence for protection. <br /> Commission member Drilling expressed that if you limit the <br /> business hours to 8 a.m. to 5 p.m. this could help eliminate some <br /> of the complaints from nearby residents. Mr. Drilling also <br /> questioned as to what category this would be under, suggesting <br /> maybe a Construction Business. i <br /> Commission member Welk expressed concern over the fact that if <br /> Mr. Dreshar is allowed not to make any improvements this would <br /> set a precedent. Ms. Welk felt strongly that some sort of <br /> screening be provided. <br /> Liaison Neumann agreed with Commission member Welk that buffering <br /> is important to the residents so that it does not become an - eye- <br /> sore to people living next door. <br /> Commission member Wilharber felt there would be no over all <br /> problems if the hours of business were restricted and screening <br /> was provided. Mr. Wilharber also expressed that this use could <br /> fall under that of a Construction Business or that of a Farm <br /> Implement Sales under the table for special use permits. <br /> Commission member Wilharber question Mr. Dreshar as to what <br /> benefit it would be for the City to grant this special use <br /> permit. <br /> Mr. Dreshar noted that he expects his business to expand and this <br /> could lead him to purchase land and build a building. Mr. <br /> Dreshar noted also that the land being used could attract more <br /> businesses, and bring people into Centerville. <br /> Motion by Wilharber, second by Drilling to recommend that the <br /> City Council grant Lake Area Utility Contracting their request <br /> I. <br />
