P &Z MEETING MINUTES <br /> FEBRUARY 6, 1990 <br /> PAGE FOUR <br /> Chairman Tourville questioned as to what plans there would be for <br /> trails. Commission member Wilharber noted that Brian Drive would <br /> have sidewalks on one side of the street, and would like to see <br /> sidewalks on the East /West collector street in the Centerhill <br /> Development. <br /> Chairman Tourville asked if there were any plans for a holding <br /> pond in this development, since there are not any included on the <br /> sketch plan presented to the Planning and Zoning Commission. Mr. <br /> Rehbein noted that the first phase of this proposed development <br /> could drain into the pond located in the Hardwood Ponds Estates. <br /> Phases II and III of this proposed development could drain into <br /> the proposed Acorn Creek Development. <br /> John Stewart, City Engineer, was also present and noted that a <br /> Drainage Plan for the City can establish holding ponds. He is of <br /> the opinion that little holding ponds do not do anything for you, <br /> it would be more efficient to collect in one holding pond before <br /> discharging into Clearwater Creek. He also advised that the City <br /> is awaiting comments from Rice Creek Water Shed on Centerville's <br /> Comprehensive Water Plan. Mr. Stewart also noted that if Phase <br /> II and III of the proposed Centerhill development drain into the <br /> proposed Acorn Creek Development, should not create a problem. In <br /> previous sketch plans for the Acorn Creek Development, three to <br /> four acres are already shown as holding ponds. <br /> Tamara Miltz- Miller, Clerk /Administrator, was present and <br /> expressed that it was not appropriate at this time to discuss the <br /> drainage concerns until the Planning and Zoning, and City Council <br /> have time to review the Storm Drainage Master Plan. Ms. Miltz- <br /> Miller recommends to wait on any further discussion until the <br /> Storm Drainage Master Plan has been reviewed by Rice Creek Water <br /> Shed and their comments are available. <br /> Mr. Rehbein also noted that his plans have to be review by Rice <br /> Creek Water Shed for approval. <br /> Commission member Welk expressed concern with Lot 6, and Lot 3, <br /> Block 6 in Phase III in relation to some of the lot lines. She <br /> would like to see the issues of drainage and ponding discussed <br /> more. <br /> Commission member Drilling felt that the sketch plan appeared to <br /> be good. Commission member Drilling also expressed concern over <br /> drainage. <br /> Commission member Wilharber also expressed that this appeared to <br /> be a good sketch plan, but would like to have holding ponds <br /> addressed, and if Park and Recreation Committee was in agreement <br /> he had no objections. <br />
