r <br /> Page Two - Planning and Zoning <br /> Commission Meeting Minutes <br /> April 7, 1987 <br /> Terry Mauer, City Engineer, presented the Center Oaks II feasibility <br /> study. He expressed concern that the southern designated park area <br /> chosen by the Park and Recreation Committee as park land is a ponding <br /> area that is required by the Rice Creek Watershed District. He also <br /> stated that concrete curb and gutter on the streets in the development <br /> would be the preferred method, but this was a policy decision that would <br /> have to be made by the Planning and Zoning Commission and the City Council. <br /> The estimated cost of the project is $275,000. <br /> Council member Buesseler expressed concern over the poor soil conditions <br /> and questioned whether all of the severe soils were on the park land and <br /> if not the feasibility of building homes on lots with severe soils. He <br /> inquired as to whether the builder could go out to the land and specifically <br /> determine where severe soils are to determine if the lots in question are <br /> buildable in the design stage of the project. <br /> Mr. Roessler advised that his soil person was out to investigate the land <br /> prior to purchasing or platting. He feels that all of the lots are <br /> buildable with slight corrections. The corrections to the lots would be <br /> determined on an individual basis by the building inspector. Mr. Roessler's <br /> construction will all be FHA approved, soil borings will be done to their <br /> specifications, and he pointed out that FHA is usually very strict. He <br /> also points out that currently in the State of Minnesota, builders must <br /> stay with the structure for 10 years. Mr. Roessler stated that it would <br /> not be monetarily feasible to determine the buildable lots in the design <br /> stage of the project. <br /> Mr. Mauer, City Engineer, concurs that the best insurance in this matter <br /> would be the FHA financing, and he confirms the strictness of FHA <br /> regulations. <br /> Carol Pelton, Park and Recreation Chairperson was present and requested <br /> that the Park and Pecreation Committee take their park dedication recom- <br /> mendation for Center Oaks II back under advisement, as all committee members <br /> were not present to discuss the City Engineer's concern about the park <br /> land chosen being a holding pond. <br /> Chairman Tourville expressed his opinion that the park land chosen by the <br /> Park and Recreation Committee in the Center Oaks II development is to low <br /> and is not a feasible piece of property for a park. He also noted that <br /> it is not feasible to have parks in all developments. <br /> City Engineer noted that if the area to the north of the Center Oaks II <br /> project were to be rezoned to single family residential in the future, <br /> the sewer system would be able to handle that area. <br /> City Engineer also noted that Center Oaks I and 13 lots in Center Oaks II <br /> are /will be served by gravity. Approximately 30 lots in Center Oaks II <br /> will be served by a lift station. <br /> Drainage problems were addressed. City engineer advised that all drainage <br /> for Center Oaks II will flow to the east and would not aggravate the possible <br /> Lino Lakes- Centerville water problem. <br /> L <br />
