Page Three - Planning and Zoning <br /> Commission Meeting Minutes <br /> April 7, 1987 <br /> Discussion of a through street connecting Center Oaks I and Center Oaks II. <br /> Commission members were in favor of a through street. Commission member <br /> Welk felt that the area was to large to have a dead end street. Chairman <br /> Tourville noted that there are some citizens that would prefer a culdesac. <br /> Discussion of concrete curb and gutter in the development. Commission <br /> members were in favor of concrete curb and gutter. Commission member <br /> Buesseler did express mixed feelings regarding this matter. He felt <br /> concrete curb and gutter would be consistent with current requirements, <br /> and that a precident would be broken if it was not used in Center Oaks II. <br /> However, he noted that concrete curb and gutter does not exist in Center <br /> Oaks I. Mayor L'Allier was present and advised that the City can look at <br /> concrete curb and gutter for Center Oaks I if and when the current Center <br /> Street is reconstructed. <br /> Council Liaison Fritchie encouraged the blocking off of the current Center <br /> Street to force all development to come off 54th Street for Center Oaks II. <br /> 'r. Roessler concurs. The Commission advised that they have c'iccussed a <br /> physical barrier for this purpose and that this could be addressed in the <br /> contractors agreement. <br /> Chairman Tourville inquired about the possibility of developers using the <br /> City Engineers as their engineering firm, or using two firms, one being <br /> the City Engineer. Mr. Mauer, City Engineer, advised that he is not <br /> against this, that the City Engineers would do what is best for the City <br /> not the developer, and that the City should look at this policy. 'ir. <br /> Roessler advised that may cost the developer a bit more, but usually <br /> results in a snootier transaction. <br /> City Engineer did not feel that temporary culdesacs or T ends were needed <br /> on the ends of Mill Road in Center Oaks II, as it would he only .150 -200 <br /> feet to the ends and if needed vehicles such as snowplows could hack up <br /> that short of a distance. <br /> Discussion of whether garages will be required with each home built. <br /> Sir. Roessler asked that he be given the flexibility to offer the home to <br /> a buyer without a garage. He advised that many times it comes down to <br /> purchasing a home without a garage or no house at all, due to affordability. <br /> He also advised that many of the homeowners build a more custom garage <br /> later, as per his experience with Center Oaks I. The Commission members <br /> agreed that the majority, if not all of the homes in that development <br /> would probably have garages within 5 years. <br /> Hearing adjourned 9:00 P.M. <br /> Pursuant to due call and notice thereof, the Planning and Zoning Commission <br /> of Centerville held their regular meeting on April 7, 1987 at City Hall. <br /> Chairman Tourville called the meeting to order at 9:01 P.M. Present: <br /> Buesseler, Vermeuien, Welk, Lindgren, Council Liaison Fritchie. <br /> Motion by Buesseler, second by Lindgren to accept the minutes of the <br /> March 3, 1987 meeting, motion carried unanimously. <br />
