r <br /> Page Four - Planning and Zoning <br /> Commission Meeting Minutes <br /> April 7, 1987 <br /> Appearances: <br /> Kevin Mullins, Lino Lakes, appeared before the Commission to request <br /> the furthest west section of Sorel Street be improved and brought up to <br /> City specifications. The section in question is currently an unimproved <br /> dedicated street which is part of a church /municipal parking lot. <br /> The normal sequence of events would be to ask the City Engineer to draw <br /> up plans and specifications, advertise for bids and then 100% assessment <br /> to the benefiting property owners. <br /> The benefiting property owners appear to be Kevin Mullins, 7000 West <br /> Shadow Lake Drive, Lino Lakes; St. Genevieve Church, 7087 Goiffon Street; <br /> and Ethel Woestehoff, 7067 Goiffon Street, which is a corner lot. <br /> The Commission agreed that it would be legal to assess the Woestehoff <br /> property of the construction of the Sorel Street extension, but may be <br /> difficult politically as he has not asked for it and does not appear <br /> to be in current need of this extension. <br /> It was mentioned that St. Genevieve Church may want to 'work with the <br /> Sorel Street extension project to redesign their parking area. Clerk <br /> will contact them to determine their position on this. <br /> The only other alternative would he that one property owner pays all <br /> of the costs of the extension. The most logical being Mr. Mullins as <br /> he is requesting the improvement. <br /> If the parties to be assessed agree to the assessment, a public hearing <br /> could be waived regarding the Sorel Street extension. <br /> Mr. Mullins inquired as to what type of road is required and if a gravel <br /> road would be acceptable. Chairman Tourville advised that a gravel <br /> road would present erotion problems and that as it is the City's <br /> responsibility to maintain and plow the street, it is almost necessary <br /> for a hard surface. <br /> Terry Mauer, City Engineer advised that Centerville would want something <br /> that would hold up, he would have to look into this further, but at this <br /> time recommends a 7 ton road. <br /> Buesseler expressed concern over the loss of the municipal parking lot. <br /> Commission members agreed that a new municipal parking area must be <br /> found. <br /> OLD BUSINESS <br /> Motion by Buesseler, second by Welk to recommend the City Council accept <br /> the Center Oaks II preliminary plat, with the exception of the park <br /> dedication which will be rediscussed at the next Park and Recreation <br /> meeting, motion carried unanimously. <br /> NEW BUSINESS <br /> Parn Henderson and Terry Mauer, city engineers presented the Compre- <br /> hensive Sever Plan Amendment. Centerville is currently exceeding their <br /> sewer flow and growth projections. <br />
