I 1 <br /> Page Three - Planning and Zoning <br /> Meeting Minutes <br /> March 3, 1987 <br /> Tom Louckes and Dick Wedell presented proposed changes for the <br /> Harstad project. A.copy of the proposed changes is attached and <br /> made part of these minutes. <br /> Welk expressed some opposition to the Harstad project. Concern <br /> was expressed as to whether there actually was a market in the <br /> Centerville area for smaller lots. <br /> Buesseler and Tourville endorsed the Harstad project. <br /> Motion by Buesseler, second by Welk to recommend to the City <br /> Council that they proceed with the R2 -A zoning alternative <br /> proposed by Harstad. Motion carried unanimously. <br /> If the City Council is in concurrence with the recommendation <br /> of the R2 -A zoning, a public hearing will be held Monday, <br /> April 6, 1987, 7:OOP.M. at Centerville City Hall. The city <br /> engineers are to then look into changing the MUSA line to <br /> better accommodate the north east section of the Harstad pro- <br /> ject and to expanding the capacity of the sewer system. At <br /> the April 6, 1987 hearing, Ordinance #4, Subdivision #66.02 <br /> will be addressed regarding a possible amendment, referencing <br /> initiation of such rezoning. <br /> Old Business: <br /> Terry Maurer, city engineer, presented his review of Ordinance <br /> #14. His recommendation is that Ordinance #14 should be either <br /> totally rewritten of possibly eliminated. A copy of his recom- <br /> mendation and comments is attached and made part of these minutes. <br /> Motion by Welk, second by Buesseler to submit the review to <br /> Bill Hawkins, city attorney, for his opinion, then to the <br /> City Council for appropriate action. Motion carried unani- <br /> mously. <br /> Continued dicussion of Special Use Permit for Jerry Roach, <br /> 7159 Mill Road. Finanized plan from Mr. Roach was given to <br /> the Commission. The Plan is on file with the City Clerk. <br /> Clerk will consult Bill Hawkins, city attorney, on the legality <br /> of having time limits on the remodeling of the building as is <br /> stated in #8 of the Conditions for Special Use Permit presented <br /> to Mr. Roach at the January 6, 1987 Planning and Zoning meeting. <br /> Clerk will request that Mr. Roach submit building elevations <br /> as this will be needed by the City Council. This is condition <br /> #6 for the Special Use Permit. <br /> Motion by Buesselor, second by Welk to recommend the City Council <br /> approve the Special Use Permit for Jerry Roach, 7159 Mill Road: <br /> Conditions for Special Use Permit <br /> 1. Provide year round vegetation screen from the frontline <br /> of the building to the South West corner of the lot to <br /> the north, which would block direct visual access at <br /> 5 feet in the first year and growing to at least 15 feet <br />
