r <br /> Page Two - Planning and Zoning <br /> Meeting Minutes <br /> June 3, 1986 <br /> The purpose was to hear all persons present regarding a <br /> variance request to separate the west one third of lots <br /> 7, 8 & 9 in Block 2 from lots 10 & 11 in Block 2, Centerville. <br /> Members of the audience expressed their opinion on this <br /> matter: Frank Merabella, 1046 Ohio Street, West St. Paul <br /> Earl Halley, 1740 Main Street, Centerville <br /> Harvey Cartier, 7048 Progress Road, Centerville <br /> Marcel Rivard, 7072 Progress Road, Centerville <br /> Dean Sonnek, 92 Ferndale Avenue, St. Paul <br /> Motion by Buesseler, second by Welk to recommend the <br /> City Council allow the request for variance from Ordinance <br /> #4, Section 42.02 to separate the west one third of lots <br /> 7, 8, & 9 (which run north and south with frontage on <br /> Main Street) from lots 10 & 11 (which run east and west <br /> with frontage on Progress Road) creating two separate <br /> lots, motion carried unanimously. <br /> This variance request seems to meet the required standards: <br /> 1. Existing Special Conditions and Circumstances: <br /> - lots 10 & 11 run east and west and the west <br /> one third of lots 7, 8 & 9 run north and south. <br /> - the two are separated by a permanent easement <br /> along the north side of lot 10. <br /> - there are two sewer stubs - one to the west one <br /> third of lots 7, 8 & 9 and one to lots 10 & 11. <br /> 2. Literal Interpretation of Provisions: <br /> - other 50' x 150' lots exist and are built on <br /> in the City. <br /> - the unique lot configuration causes hardship to <br /> sell as one piece. <br /> 3. Special Privileges: <br /> - other variances have been granted for unique <br /> situations. <br /> 4. Impairing Values or Welfare of Residents: <br /> - the new site of lots 10 & 11 would conform to <br /> the ordinance. <br /> - the west one third of lots 7, 8 & 9 could have <br /> restrictions on home size to conform with <br /> residences to the east. <br /> Hearing adjourned at 7 :55 P.M. <br /> Pursuant to due call and notice thereof, the Planning and <br /> Zoning Commission of Centerville held a public hearing on <br /> June 3, 1986 at City Hall. Chairman Tourville called the <br /> hearing to order at 8:00 P :M. Present: Murray, Lindgren, <br /> Buesseler, Welk, council liaison Fritchie. <br /> The purpose was to hear all persons present regarding a <br /> request for variance from setback requirements on the <br /> west one third of lots 7, 8 & 9, Block 2 in Centerville. <br />
