r <br /> Page Three - Planning and Zoning <br /> Meeting Minutes <br /> June 3, 1986 <br /> Members of the audience expressed their opinion on this <br /> matter: <br /> Earl Halley, 1740 Main Street <br /> Harvey Cartier, 7048 Progress Road <br /> Marcel Rivard, 7072 Progress Road <br /> Frank Merabella, 1046 Ohio Street, West St. Paul <br /> Robert Brunfelt, 1108 South Lake Street, Forest Lake <br /> Motion by Buesseler, secmid by Welk to recommend the City <br /> Council allow a variance to Ordinance #4, Section 34.01 -2 <br /> requesting the setback of the west property line (off <br /> Progress Road) of the west one third of lots 7, 8 & 9, <br /> Block 2 in Centerville be no closer than 16 feet to that <br /> property line, motion carried unanimously. <br /> Required standards for variances seem to be met: <br /> 1. Existing Special Circumstances - This is a 50' lot <br /> of record next to several other 50' lots with <br /> homes on them. There is a sewer stub installed <br /> on this property. This parcel is separated from <br /> adjacent property by sewer easement. <br /> 2. Literal Interpretation of Provisions - There <br /> are many 50' x 150' lots built upon in Centerville. <br /> Other property owners have been granted variances <br /> in similar circumstances. Strict interpretation <br /> would leave this site unsaleable. There is presently <br /> a home on Progress Road with about an eight foot <br /> setback. <br /> 3. Special Privileges - Others have the right to request <br /> a similar variance. In the past other property <br /> owners have received a similar variance. <br /> 4. Impair Values or Welfare of Residents - Setback <br /> would allow good vision to insure safety on both <br /> Main Street and Progress Road. A new home would <br /> enhance the value of the other homes in the area. <br /> A 16' setback from the west property line with a 10' setback <br /> from the east property line (as required by ordinance) <br /> would allow room for a 24' home on this property (minimum <br /> width required by ordinance). <br /> Hearing adjourned at 8:30 P.M. <br /> Pursuant to due call and notice thereof the Planning and <br /> Zoning Commission of Centerville held a public hearing on <br /> June 3, 1986 at City Hall. Chairman Tourville called the <br /> hearing to order at 8:30 P.M. Present: Murray, Lindgren, <br /> Buesseler, Welk, council liaison Fritchie. <br /> The purpose was to hear all persns present regarding a <br /> request for variance from setback requirements for lot 1, <br /> block 6, Centerville to allow the construction of a one or <br /> two family dwelling. <br />
