1. Land Dedication: The CC approved the increase recommended by P & R for residential <br /> development. P & R will make a recommendation to the CC regarding updating the commercial, <br /> industrial and multi- residential development at the November meeting. Zoff Pelton will work with staff to <br /> provide the necessary information in the packets to make a decision. Navin will not be able to attend, but <br /> will provide a recommendation for the meeting. <br /> 2. Ice Rink: Thompson noted that this Saturday at 9:00 am is the time scheduled to construct a <br /> players' shelter at the hockey rink. Navin, Larson and Thompson will be there with tools. The event has <br /> been advertised on the sign in front of City Hall. <br /> Dale will work with Rick to arrange for delivery of the materials through the locked gate and to secure <br /> them after delivery. <br /> Rink flooding was discussed. It seems that CC and PW are not clear as to the intent of the last P &R <br /> meeting. Missing from last month's minutes was P & R discussion about and recommendation to hire a <br /> person specifically to shovel, sweep, and flood the rink as the attendants may not do an adequate job and <br /> people under 16 yrs of age can not operate motorized equipment. One or two adults hired specifically for <br /> the job may provide better accountability and hopefully performance. P & R suggest two people are <br /> optimum for safety and efficiency. One issue for staff to get back to Rick and Mike on is: Do we need <br /> two people to maintain the ice on the rink according to insurance requirements? How much is budgeted <br /> for flooding and rink maintenance by P &R and PW in FY 95 and FY 96? <br /> For the November meeting we need to know if PW will maintain the ice or not. We want to avoid the <br /> conflict with snow plowing of roads and the needs of the rink. We feel it may be best to hire someone or <br /> two specifically for daily rink maintenance from dollars allocated for this in both budgets. November <br /> P &R will set their `96 budget so this is good timing. <br /> Improved rink maintenance will be included in the Laura LaMotte Park master plan to be developed as a <br /> result of the park expansion. Bisek suggested we investigate adding a pleasure or hockey rink at Tracie <br /> McBride Park as well as Laura LaMotte Park. <br /> Navin noted that Jill Novak, Ryan Cerepak, and Richard Peterson have requested being rehired for the <br /> rink attendant positions this year. Mike noted they were good employees and he is happy they want to <br /> come back. Staff needs to work with Mike regarding the hiring process and to get CC approval. <br /> 3. Christmas Tree Fund - raiser: Larson and Besik will organize the fund raiser this year. The first <br /> weekend will be November 25 and will run for two or three weekends. This will be coordinated with Russ <br /> Almandinger who is gracious in offering P &R this opportunity. <br /> 4. Laura LaMotte Park Grant Process: Buckbee updated P & R on the purchase process. She stated <br /> that the lawyer is working on the purchase agreement and negotiating the interest rate, etc. The land <br /> owner will retain the rental for the property obtained until the sale is finalized. <br /> P & R recommend that the City obtain a land survey from the seller prior to signing the purchase <br /> agreement. P & R requests that staff contact the attorney regarding this and ask him to expedite <br /> the agreement process. P & R requests the agreement be prepared, if not signed by the Nov. meeting. <br /> The Grant process: P & R needs a total dollar amount for the purchase of the property, including <br /> interest, fees, etc. We need a site appraisal done, the last one can be basically updated. The bottom line <br /> for the appraisal is to justify to DETED that the purchase price is in line with the land value and thus a <br /> grant is appropriate. <br />
