P &R MEETING MINUTES <br /> OCTOBER 5, 1994 <br /> PAGE TWO <br /> Five Year Capital Improvement Plan. <br /> Committee member Pelton presented a Capital Improvement Plan <br /> worksheet to the committee. The following items were discussed: <br /> - Mill Road Park to be completed by 1996. <br /> - Acorn Creek Park to be completed by 1996. <br /> - Grants only available every five years. <br /> Mill Road Pedestrian System to be completed by 1996. <br /> - Add 10% a year on each item to cover inflation for each <br /> project. <br /> Motion by Pelton, second by Dixon to submit to the City Council <br /> for approval the Park and Recreation Five Year Capital <br /> Improvement Plan, motion carried unanimously. <br /> Line Item Budget for 1995. <br /> The following items were removed from the previously submitted <br /> line item budget: Rink repair, ball field improvements, city <br /> celebration and ball field improvements. <br /> The operating costs are estimated to be $14,400.00. The <br /> operating costs consist of: rink salaries, committee pay, <br /> secretary, operating supplies, telephone, utilities and North <br /> Metro Recreation Commission fees. <br /> The improvements costs are estimated to be $5,600.00. <br /> Committee member Pelton asked if there is a need for more <br /> handicap accessibility at the city's parks. It was noted there <br /> is a need for hand rails and possibly a ramp at Central Park. <br /> Committee member Larson will check with Paul Palzer, Public Works <br /> Director /Building Inspector, regarding rails and ramps. <br /> It was noted $2,000.00 should be added for rails in the bathrooms <br /> at Central Park. <br /> The Committee discussed other the funds should be used, either <br /> all on one or broken up. <br /> Committee member Larson expressed objection to providing funding <br /> to the North Metro Recreation Commission. <br /> The Park and Recreation Committee discussed the benefits provided <br /> to the community by the North Metro Recreation Commission. <br /> Committee member Navin expressed agreement with Committee member <br /> Larson regarding evaluation of the use of North Metro Recreation <br /> Commission programs by Centerville residents. <br />
