P &R MEETING MINUTES OCTOBER 5, 1994 PAGE TWO Five Year Capital Improvement Plan. Committee member Pelton presented a Capital Improvement Plan worksheet to the committee. The following items were discussed: - Mill Road Park to be completed by 1996. - Acorn Creek Park to be completed by 1996. - Grants only available every five years. Mill Road Pedestrian System to be completed by 1996. - Add 10% a year on each item to cover inflation for each project. Motion by Pelton, second by Dixon to submit to the City Council for approval the Park and Recreation Five Year Capital Improvement Plan, motion carried unanimously. Line Item Budget for 1995. The following items were removed from the previously submitted line item budget: Rink repair, ball field improvements, city celebration and ball field improvements. The operating costs are estimated to be $14,400.00. The operating costs consist of: rink salaries, committee pay, secretary, operating supplies, telephone, utilities and North Metro Recreation Commission fees. The improvements costs are estimated to be $5,600.00. Committee member Pelton asked if there is a need for more handicap accessibility at the city's parks. It was noted there is a need for hand rails and possibly a ramp at Central Park. Committee member Larson will check with Paul Palzer, Public Works Director /Building Inspector, regarding rails and ramps. It was noted $2,000.00 should be added for rails in the bathrooms at Central Park. The Committee discussed other the funds should be used, either all on one or broken up. Committee member Larson expressed objection to providing funding to the North Metro Recreation Commission. The Park and Recreation Committee discussed the benefits provided to the community by the North Metro Recreation Commission. Committee member Navin expressed agreement with Committee member Larson regarding evaluation of the use of North Metro Recreation Commission programs by Centerville residents.
