Quorum A quorum will consist of three (3) or more members of the Parks and Recreation Committee and a majority vote of members present and voting shall decide all questions. When a quorum does not exist, the members present may proceed, but no business can be acted upon." Amend to Read: "D. Quorum A quorum will consist of four (4) or more members of the Parks and Recreation Committee and a majority vote of members present and voting shall decide all questions. When a quorum does not exist, the members present may proceed, but no business can be acted upon." motion carried unanimously. A copy of the Park and Recreation Committee bylaws are attached to and made a part of these minutes. Motion by Drilling, second by Dixon to request the City Council as part of the 1995 budget to provide a secretary from City staff to take minutes at the monthly meetings, motion carried unanimously. Basketball Court - Asphalt. Committee member Drilling updated the committee on the asphalt for the basketball court. The ground is drying, therefore, installation will be done shortly. Handicap Accessibility - Central Park. Committee member Larson brought up about the asphalt for wheelchair accessibility at Central Park. Public works is directed to check into options and costs and report back to the Park and Recreation Committee. NEW BUSINESS: Park and Recreation Committee vacancy. Motion by Reisdorfer, second by Dixon that if the City Council approves increasing the Park and Recreation Committee to seven members, that Richard Thompson and Carol Pelton be accepted as Park and Recreation Committee members, motion carried unanimously. Request for Use of Facilities at Central Park - North Metro Recreation Committee.
