Motion by Ms. DeVine, seconded by Mr. Peterson to authorize Mr. Porter to work <br /> with Mr. Goetz regarding the placement and installation of the 20 Autumn Blaze <br /> Maple trees at the parks. All in favor. Motion carried unanimously. <br /> Lighting of Parks / Police Grant <br /> Mr. LeBlanc explained that he had contacted Chief Heckman regarding the possibility of <br /> any type of grant funds being offered by the Police Department for lighting of parks. <br /> Unfortunately, Chief Heckman was unaware of any such grant. <br /> YMCA Update <br /> Ms. DeVine mentioned that she had contacted Craig Bode of the YMCA to learn why the <br /> Summer Youth Programs were not offered at Laurie LaMotte Park as planned. Mr. Bode <br /> explained that 25 registrations were needed in order to hold the classes and only 6 — 8 <br /> were received. <br /> Bill Bisek's "Recreational Activity Director" Proposal Update <br /> Mr. Sweeney explained the City Councils reactions to Mr. Bisek's proposal of becoming <br /> the City's "Recreational Activity Director ". The Council felt it was great that someone is <br /> willing to offer activities for both adults and youth, but the opportunity should be open <br /> for all businesses within the community, not just one. In addition, both the Council and <br /> the Parks and Recreation Committee expressed financial concerns about a local business <br /> owner offering recreational activities through the City. The Parks and Recreation <br /> Committee made the following motion: <br /> Motion by Mr. Porter, seconded by Mr. Walter to request that Mr. March write a <br /> letter to Mr. Bisek regarding City sponsored leagues vs. privately sponsored leagues, <br /> indicating that the Parks and Recreation Committee will not sponsor any privately <br /> organized leagues through the City. All in favor. Motion carried unanimously. <br /> The general consensus of the Parks and Recreation Committee is to research the needs, <br /> qualifications, pay, and responsibilities of Park Directors / Coordinators in the <br /> surrounding communities. Mr. Porter will contact the University of Minnesota to explore <br /> the possibilities of obtaining a paid intern with a degree in Parks and Recreation. Mr. <br /> Porter will also contact Jim Hoeft (City Attomey) to discuss any liabilities involved, and <br /> Barry Bernstein (Lino Lakes Recreation Program Supervisor) to discuss all of the issues, <br /> concerns, pros and cons involved with a Park Director / Coordinator. <br /> Future Trails Meeting Update <br /> Mr. LeBlanc explained the meeting held on Monday, September 25 was a great success. <br /> The entire Parks and Recreation Committee along with representatives from Anoka <br /> County, Washington County, Lino Lakes, Hugo, St. Paul Water Utility and the Rice <br /> Creek Snowmobile Association were in attendance. All parties involved came together <br /> to form a general vision of the future trail systems. Mr. LeBlanc will update the proposed <br /> trail map and bring it to the November meeting. <br /> 3 <br /> 1 <br />
