' Mari Nelson
F"am: aKOkan @csom.umn.educe [KOkan @csom.umn_edul
Sent.' Monday, August 14, 2000 2:51 PM
PTO: sbi @mninter. net
Subject: Issues
First let me introduce myself, l live in Centerville and work at the
University of Minnesota. A while back l received a notice that you are a
member of the Centerville City Council.
Earlier this Summer we arrived home from work one day to find that the
City
of Centerville placed a portable bathroom facility on our property line
that adjoins Eagle Park. Since then we have asked that this facility be
moved to a more suitable location. l have called Mr. Palzer with the City
of Centerville, attended 2 Park & Recreation Committee Meetings and
even
applied for one of the open positions on this committee. Unfortunately,
the only answer we have been given was that the vendors might be able
to
get a different color.
Why am 1 contacting you? We are wondering if you would be of
assistance in
getting this facility properly placed. The current location although
somewhat secluded on the park side, offers no barrier on our side. This
creates a number of issues for us (as residents).
First it is an eyesore. No matter where you are in our house when you
look to the back yard you cannot help but see this thing. It also rp4uces
our property value.
Second, it smells. The smell gets strong enough on most days that it
renders that portion of our yard unusable.
Third, its a danger to us. These structures are strong, but there is
always a chance at leakage, that the structure could be vandalized or
tipped over. When this occurs the resulting seepage will flow into our
yard.
This Committees answer to the above is that there is a tree on our
property
blocking the facility (in fact it is a mature tree where only portions of
the trunk block it), the structure is cleaned weekly (what about the other
6 days), and if the structure gets tipped over then the city will agree to
putting a cement structure in place and bolting the facility down (action
will only take place after the damage is done).
For our part we do not wish to be labelled uncooperative citizens. When
we
first attended the Committee meetings we met with some understandable
