• <br /> Mr. March gave an overview of the possible restructuring options available. Mr. March stated he <br /> would like to ensure the level of service City Hall currently provides will remain the same or get <br /> better through the restructuring process. Mr. March presented the Council with two different <br /> options. Mr. March indicated the following option, in his opinion would be in the best interest of <br /> the organization. By following the proposed restructuring option, the City would be saving <br /> benefit dollars as well as salary expenses of hiring a full time City Clerk. <br /> Restructuring Option — Promote an internal candidate to a revised Clerk/Treasurer position, <br /> increase the hours to the two part -time receptionists, hire a part -time account clerk to assist in <br /> accounting duties, and hire a firm to record meeting minutes. <br /> Minute Recorder options: <br /> Time Savers: <br /> City Council meeting minutes on an average run about 2 1/2 hours. At $9.50 per hour and $50 <br /> per page, this service would cost the City approximately $202 per month. <br /> Planning and Zoning Commission meeting minutes would cost about $100 -$125 per month. <br /> Independent Contractor - The City of Circle Pines bids out an independent contractor per meeting <br /> at a cost of $180 per month with a minimum of 2 hours at the meeting plus additional charges for <br /> over 2 hours. <br /> Jill Lien (Part time secretary/receptionist) was present, and shared on both of the receptionist's <br /> behalf, that they are looking for additional hours, are willing to learn more things, and take on <br /> more responsibilities. Ms. Lien indicated they have done a lot of extra things due to the absence <br /> of a City Clerk, and would like the opportunity to grow within the organization. <br /> Eagle Trucking <br /> Mr. March indicated Eagle Trucking is close to completing the environmental site assessment. <br /> Mr. March stated he received a phone call from a citizen that informed him that the well that is <br /> currently servicing the building is located underneath the building, therefore if the City did <br /> purchase the property, there may be costs involved with pulling out and sealing the well. <br /> Mayor Wilharber feels that if the environmental and well issues could be addressed in the <br /> purchase agreement so that the City would be safe, he would be interested in seeing a proposal to <br /> move forward in the purchase of this property. <br /> Motion by Council Member Sweeney, seconded by Council Member Travis to authorize <br /> the City Attorney to prepare a draft purchase agreement for the City's purchase of the <br /> Eagle Trucking property.
