City of Centerville <br />Council Meeting Minutes <br /> <br />November 23, 2009 <br />Motion by Council Member Love, seconded by Council Member Paar to authorize <br />City Email Accounts for Commission/Committee Members ($30/yr. /acct.). All in <br />favor. Motion carried unanimously. <br /> <br /> <br />3.Consider Backup Power Option for Well #2 <br /> <br />City Administrator Larson reviewed background information on research done if the City <br />were to lose power. He stated pre-wiring work could be completed prior to an outage <br />occurring, lessening the time it would take to respond. Staff recommended option #2 <br />with cost not to exceed $4,778.00. He added the City has a good supply of water, as <br />well as an interconnection with Lino Lakes. <br /> <br />The Council discussed the Interconnect Agreement, concerns with closing the <br />interconnect in the event of an emergency, response time if there were no backup <br />measures taken, and the number of generators that would be needed if a catastrophic <br />event were to happen. <br /> <br />After discussion it was the consensus of the Council to direct Staff to review what other <br />Cities are implementing, research grants if available, review wording on the Interconnect <br />Agreement and to bring back findings to the Council at the December 29, 2009 Regular <br />Council Meeting. <br /> <br /> <br />4.Requested Modification to Trail Engineering Budget <br /> <br />City Engineer Statz reviewed background information on the engineering design proposal <br />of the Transportation Enhancement Trail Grant, requesting additional services for <br />completing easements, meetings and design of the fountain. He stated $7,350.00 is the <br />total cost requested. <br /> <br />Councilmember Love noted his concern regarding the cost of the fountain. City <br />Administrator Larson reviewed the history on the grant program explaining <br />approximately 80% of the project construction cost is funded through the grant. <br /> <br />City Administrator Larson stated a financial plan would be presented to Council in the <br />next few months for review. <br /> <br />Motion by Council Member Paar, seconded by Council Member Fehrenbacher to <br />approve the additional engineering costs in the amount of $7,350.00 as presented by <br />Bonestroo. All in favor. Motion carried. (Councilmember Broussard Vickers <br />opposed.) <br /> <br /> <br />IX.
