<br />Planning & Zoning Commission -- February 7, 1996 Minutes <br /> <br />Goertz stated that if residents have a complaint about a mess left in the street that they <br />should call the developer or city hall and they will clean it up. <br /> <br />Discussion regarding traffic management. The feasibility study states that access during <br />construction of the site will be from Main Street and 20th Avenue. The City should <br />consider requiring the Contractor to cross the creek to access the area south of Brian <br />Drive, rather than travel along Brian Drive. Goertz stated that this is not really feasible. <br />Rice Creek would not allow a temporary road over the creek for the entire time of <br />construction because it may take up to 2 years to develop houses. <br /> <br />Goertz confirmed that the development is based upon on new flood plain numbers once <br />they are approved by FEMA. The proposed elevation would be 905, the existing <br />elevation is 908 and the development does not work at that elevation. <br /> <br />Question was raised as to what costs may effect the current Brian Drive residents -- road <br />work, water, etc. And Fogerty also asked ifthere are any plans to widen old Brian Drive <br />to match the new one. Wilharber answered that unless the citizens petition for the <br />reconstruction or road work to be done that it would not. As for the costs to Brian Drive <br />residents, those residents on the west side of the street will have water lines running down <br />the back side of their property. Therefore the would incur a hook-up charge when they <br />choose to connect to city water. <br /> <br />Tourville commented that the city may want to look at doing street work to Brian Drive. <br />Because in the future people would use Brian Drive as a short cut to Main Street from, for <br />example Center Oaks. Question as to how much work has been done to Brian Drive in <br />the past. Fogerty said that Brian Drive is original but that it may have been top coated. <br /> <br />Discussion of assessments as noted on pages 5 & 6 of the feasibility study. The cost that <br />could be assessed to the residents is an estimated rate of $2445.30. <br /> <br />Fogerty expressed a concern for water supply to the residents on the east side of Brian <br />Drive, he doesn't want them to become an island without service. In the future then when <br />they would want city water the assessments for those 6 homes would be high. Goertz <br />stated that it was discussed and the best way would be to rip up the street and run water <br />down Brian Drive. (This may require those residents to petition for utility and street <br />improvement). <br /> <br />An alternative to provide water to those residents on the east side would be to provide a <br />larger "T" in back of their property off the develop to allow more home to hook up. <br /> <br />Goertz stated he would comply with the request to check with the county on the driveway <br />to lot 2, block 2. <br /> <br />PZ2-6MM.WPS <br /> <br />6 <br />
