<br />P&Z meeting minutes - January 9, 1996 <br /> <br />Last paragraph on first page, amend to read: weather conditions may prohibit.. . <br /> <br />MOTION by Welk:, second by LaMotte to approve the meeting minutes of December 5, <br />1995 with the two noted corrections. Motions carried unanimously. <br /> <br />APPEARANCES <br /> <br />Rockey Goertz, Klosner-Goertz Homes, Inc., appeared before the planning and zoning <br />commission with a concept plan for Clearwater Meadows. A single family housing <br />development with 32 homes. <br /> <br />The discussed the wetland mitigation area being used as a sedimentation pond. Mr. <br />Goertz would like to berm the area butting the commercial zone. This would be <br />landscaped and used as a buffer zone between the two, this would also be a noise barrier. <br />Mr. Goertz has started the process with Rice Creek Watershed District and has spoke with <br />Kate Drury. <br /> <br />The area zoned R-3 is already within the MUSA boundary and was stated that was an area <br />that may have been missed when completing the zoning map. <br /> <br />The outlots B & C would be deeded over to the property owner that is currently using the <br />space. This area was no use to Mr. Goertz and as he says, it makes the plat cleaner. <br /> <br />Mr. Goertz described his idea for a trail easement. Because there was not land set aside <br />for a park, he offered his suggestion for a foot bridge between lots 12 & 13 and lots 23 & <br />24. CounciImember Buckbee stated she would be in favor of a bridge - it adds charm and <br />character. Mr. Goertz stated they have looked into many different styles and the cost <br />would be approximately $20,000. The Planning and Zoning Commission said that the <br />park dedication and trail system would have to be determined by the Park & Recreation <br />Committee. <br /> <br />The lots that have the mitigation area in their backyard would have a wetland easement. <br />Meaning it would be the responsibility of the property owner to maintain the area but that <br />nothing could be built on that area. This would be made know to each buyer and also <br />written in the title work. <br /> <br />Mr. Goertz stated his motivation for developing in Centerville is because Lino Lakes is <br />becoming to expensive. Mr. Goertz currently has project in Pheasant Hills, Birchwood <br />Acres and in Blaine (between 85 & 95 on the west side of the freeway), to name a few. <br /> <br />Mr. Goertz stated the lots would sell for 29,000 - 30,000 and homes would vary from <br />$115,000 to $150,000. <br /> <br />Discussion of Brian Drive - at the end of the road would need to "T" off or have a <br />temporary cul-de-sac. <br /> <br />PZI-9MM.WPS <br /> <br />2 <br />
