<br />" <br /> <br />CITY OF CENTERVILLE <br />PLANNING AND ZONING COMMISSION <br /> <br />Pursuant to due call and notice thereof, the Planning and Zoning Commission of the City <br />ofCenterville held their regular meeting on Tuesday, September 3, 1996 at the City Hall, <br />Chairman Tourville called the regular meeting to order at 7:00 p,m, <br /> <br />PRESENT: D, TOUlville <br />K. Welk <br />A Lamotte <br /> <br />Tom Wilharber <br />Jim March <br />Ry-Chel Gaustad <br /> <br />APPROVAL OF MINUTES: <br />June 4, 1996, July 9, 1996, August 6, 1996 meeting minutes were not approved because <br />there wasn't a quorum from the past meetings, <br /> <br />UNFINISHED BUSINESS: <br /> <br />Gerald Rehbein - Sketch plan for Willow Glen - Rehbein requested approval of a sketch <br />plan for Willow Glen, Rehbein said there would be 96 unit townhomes. Tourville asked <br />how many were previously presented to P&Z. March replied 84 units. March asked if <br />this would be controlled by an association. Rehbein said yes. Wilharber asked if these <br />would be for sale or rent. Rehbein said for sale only. LaMotte asked the price range. <br />Rehbein said $80,000. to $130,000. Tourville asked what has been done about the <br />drainage issue since the last presentation of the plans in this area. Rehbein said there will <br />be minimal wetlands because he will have ponding areas. Tourville questioned the <br />location of the proposed wetlands. Rehbein said some would be on Rocky's land but he <br />does propose to do a small pond within the townhouse plans. Welk asked if this would be <br />done in phases. Rehbein said he's not sure, the plans are not complete. Tourville <br />commented builders usually have a good idea of what type of structures and time frame <br />they're dealing with. Rehbein said he could bring in pictures of the structures. Tourville <br />commented it appears the only off street parking is in front of the garages. Rehbein said <br />he will have further information when they do the preliminary plats. Tourville said several <br />townhome proposals have been proposed to P&Z but no one came to the last public <br />hearing. Rehbein said he would like to move the property because of the taxes e.g.. <br />Tourville commented the city utilities will have to be addressed by the engineers. <br />Wilharber asked the width of the road. Rehbein said 24 feet on the main roads and 20 feet <br />on side streets. Tourville questioned the off street parking accommodations. Rehbein <br />commented the homes will have double car garages and driveways. Tourville questioned <br />the park dedication. Rehbein said the city had requested money instead of a park. <br />Tourville commented the city may be better offwith the money instead of the land. <br />Tourville asked if outlots A&B were in the T.I.F district. Wilharber said yes. Rehbein <br />said Tay-Mark walked out because of the flood zone. Tourville heard Tay-Mark didn't <br />buy in Centerville because there was standing water on the property. Tourville questioned <br />if there is sedimentation ponds. Rehbein said yes on the east side. Tourville questioned the <br />high unit density for the area, he looked it up and Rehbein would be within the zoning <br />
