Council Member Travis asked why the Association did not want more homes in the <br /> Assacia.tion. Mr. 3uh1 ea�piained the reason is ma.inly because the roads are private roads <br /> that must be maintained, and that is a big expense for the Association. <br /> Mr. March noted this sketch plan would go through the preliminaty plat process as if it <br /> were a bare piece of land being subdivided. <br /> City Attorney Hoeft noted that either Swift or Gor-em Developers would be submitting <br /> townhome documentation for him to review. <br /> Mr. Quigley clarified that the intent of the Developer was for the homes built on the <br /> . o�tl�t to have their �vvn Association. Mr. Quigley further clarifisd the park pad was <br /> intended to be a full size tennis court, but the Developer was caught with an asphalt plant <br /> shut down. He also noted that if residents want more lighting in the development, it is an <br /> issue to be resolved with the City and Xcel En�rg�. <br /> Ma.yor Swedberg asked Mr. March if residents could request more streetlights from the <br /> City. Mr. March e�lained street lighting could be assessed to those who receive the <br /> benefit. <br /> Ms. Tracy Hallstrom asked the Developer if Swift would be the builder and, if so, if the <br /> structures would be the same as the e�sting structures. The Developer stated Swift <br /> would be the builder and the structures woulc� Ue the same. <br /> Council took a five-minute break at 7:50 p.m. <br /> 2. Kelly's Korner Draina�e. <br /> Mr. Bill Bisek (7098 Centerville Road) explained to Council there is a drainage issue in <br /> the downtown area that is negatively impacting his business. He further explained the <br /> issue dated back to sometime in the 1940's or 1954's. He would I�ce Council to step in <br /> and resolve the issue. <br /> Council Member Capra questioned whether the draina.ge issue was a public or private <br /> drainage issue. She then asked where the storm water from the downtown area flows. <br /> Mr. Palzer explained the storm water from the downtown area flows into Iines that flow <br /> inta the lake. He further e�lained that none of that water is being treat�d and <br /> commented there maq be a need for a retention pond. <br /> Mr. Bisek explained the drain installed on the property ne� to his is not working properly <br /> right novY. H� would like to have it looked at to see if it is plugged, crushed or broken. <br /> Then, possibly set up an aiternative plan to pump the water out to main street so it is not <br /> causing problems for the businesses in the area. Mr. Palzer stated it is possible that the <br /> line is fraz�n which is why it is not draining. <br /> Page 7 of 15 <br />
