Mr. Bisek sta.ted he feels there is City water that flows in to contribute to the problem. <br /> Because of this, he feels the �ity should halp him with the issus. He fiirther stated he is <br /> willing to sign an agreement to authorize the City to f� the drain if need be. <br /> Ma.y�r Swedb�rg told Mr. Bisek that Staff would l�ol� int� th� issue and get back to him. <br /> City Attorney Hoeft mentioned he had spoken to Mr. Palzer and Mr. March wha had <br /> given him inforn�ation that indicated a private drainage line put in a number of years ago. <br /> This Iine illegally tapped into the City sewer is causing the problem. He then stated he <br /> did n�t f�el it was advisable for the City to taks �v�r the maintenance of that drain. <br /> without receiving easements over the various properties involved. He stated if there is <br /> water coming from a larger area, there might be a need to put in a properly sized pipe and <br /> make sure the engineering is correct to ensure proper drainage. He further stated there <br /> might be a n�etl f�r an ar�a wid� ass�ssment to th� b�n�fiting properti�s rath�r than just <br /> the two property owners currently having the issue, in order to fund the improvement to <br /> the drainage. <br /> Mr. March asked if the properly owners were interested in ha.ving the costs assessed to <br /> them if it w�uld be possible to �btain a waiver ts� cleean the line now, an�i assess those <br /> costs as part of the costs to improve the drainage. <br /> City Attorney Hoeft explained the cast ta clean the line couid not be assessed to the <br /> pr�gert� at a Iat�r date. He ��1ai�ed th� �ity wozaid n�ed to get peamission from all <br /> owners of property that the City would need to step on to take a lo�k at the drain. He <br /> further e�lained that as a temporary matter, to clean out the line, the City would have to <br /> r�ach an agr�ement with th� prap�rty �wn�r(s} as to the �QSt and whom will pay for it. <br /> Mr. Bisek stated the drain is on his neighbor's property. He also stated he did not want to <br /> fight with his neighbors on this issue. He then granted the City perrnission to access his <br /> propert�r if n�ed be. <br /> Mr. March noted the City had jetted out and televised some lines within the City and <br /> asked Mr. Palzer the approxima.te cost to jet and televise 150 feet of line. Mr. Palzer <br /> indicated tha.t to televise would cost approximately $200.00 and to steam it would be <br /> betwe�n $� 54.44 �nd $20Q.Q0. H� a1s� nQted if the pipe is broken he is unsure how much <br /> it wou�d cost to � it. <br /> Mr. Bisek noted that in years past, they would use whatever they needed to as a tool to <br /> free up the drain and get it flowing. �Iowever, the last couple of years they ha.ve not been <br /> abl� to free it up enough to clrain properly. With the amount of snowfall this winter <br /> drainage will be a larg�r issue than it has been in years past. <br /> Mr. March asked if Mr. Bisek would discuss with liis neighbors the possibility of the City <br /> charging thsm to clean or repair the drain. He also asked Mr. Bisek to discuss the option <br /> af p�titioning the �ity to put in a larger line to correct th� problem for th� future. <br /> Page 8 of 15 <br />
