Fete des Lacs By-Laws and Electrical <br /> ' Motion bv Council Member Nelson, seconded by Council Member Capra to table <br /> discussion on the Bv-Laws until Council has met with the Fete des Lacs Committee <br /> All in favor. Motion carried unanimouslv. <br /> Council Member Capra stated that Council is investigating the possibility of <br /> standardizing By-Laws for commissions/committees. <br /> Mr. DeVine stated that the next meeting of the Fete des Lacs Committee is scheduled for <br /> February 19, 2001 at 6:30 p.m. Mr. Hoeft indicated February 19, 2001 was a legal <br /> holiday, and Council would not be allowed to participate. Mr. DeVine suggested <br /> rescheduling the Fete des Lacs Committee meeting to Wednesday, February 21, 2001at <br /> 6:30 p.m. <br /> Mayor Swedberg explained the City has received a donation of lights and a scoreboard, <br /> however, that is no power at the park to operate same. Other activities, such as the <br /> festival, do not have ample power. <br /> Mr. DeVine explained the difficulties experienced last year providing enough power for <br /> the carnival and R.V. parking. <br /> Council Member Capra questioned how the carnival was powered last year. Mr. DeVine <br /> explained the City was able to rent a large generator inexpensively, however, a sizeable <br /> discount was obtained and several extension cords were purchased. Mr. DeVine felt that <br /> Council's consideration of this proposal was crucial at this time. Mr. DeVine stated that <br /> providing ample power to the park prior to the festival was of the utmost concern. Mr. <br /> DeVine stated that if Council denied approval for electrical installation at the park, <br /> alternative arrangements would need to be made. <br /> Mayor Swedberg questioned whether there was a master site plan for the park. Mr. <br /> March concurred. Mr. March stated that a portion of the electrical issue hinges on the <br /> church property and construction of a concession building. <br /> Council Member Broussard Vickers questioned whether the electrical installation could <br /> be completed in stages. Mr. Palzer indicated the City would save money if the entire <br /> project was approved and commenced at the same time. <br /> Council Member Broussard questioned the cost for providing electric for the carnival last <br /> � year. Mr. Devine explained that if the City would need to rent a generator of similar size <br /> to that used last year, it would cost appro�mately $5,000 and the purchase of extension <br /> cords totaled $2,000. Mr. DeVine stated that neither the Parks and Recreation or Fete des <br /> Lacs Committee have the funds to acquire the needed electrical installation. Mr. DeVine <br /> stated that the approximate cost to acquire same would be $100,000. <br /> Mayor Swedberg directed Mr. Peterson to work with Mr. Palzer to determine an initial <br /> plan and approximate cost to run electrical in the park and forward same to Council for <br /> review. <br /> Page 8 of 14 <br />
