Forwarded to Council Members
' Via e-mail on 2/1/O1 at 2:46 p.m.
Mr. March stated that the City has the possibility of acquiring a regional softball
tournament during the festival if the City is able to provide an adequate facility. Mr.
March felt that this would be a great revenue producer. Mr. March stated that
approximately hirty-two (32) teams participate in the tournament.
Council Member Nelson stated that donations may be obtained from downtown
businesses, as activities such as these will generate business for them.
6. Downtown Petition for Water and Street Enhancements
Mr. March discussed the submitted petition. Mr. March explained that the petition
requests local improvements, (i.e. municipal water and street enhancements) on
Centerville Road between the south line of 7046 Centerville Road and the north line of
Westview Street. This matter will be discussed at an upcoming work session.
7. Union Contract
Mayor Swedberg requested and consensus was to remove this item for discussion at an
Executive Session immediately following the Council meeting.
8. Snow Removal Policy I
Council Member Nelson complimented staff on drafting the policy.
Council Member Nelson questioned whether Staff would put a notice on downtown
business doors if they do not shovel. Mr. March explained the City will remove snow
pushed out into street and if a business owner does not remove snow from its sidewalk,
there is an ordinance to handle the issue. The City will not go on private property to
remove the snow for them.
Mayor Swedberg stated he is in agreement with the policy but questioned whether the
City needs to clarify the definition of a sidewalk.
Mr. March asked Mr. Hoeft if state statutes contained a definition for sidewalks. There is
a property owner who has questioned whether a seven (7) or eight (8) foot paved area is a
patio or a sidewalk and has decided they should not have to remove the snow from same.
Mr. Hoeft stated he did not believe there was a definition of sidewalks in state statute but
would research the items further. Mr. Hoeft stated that it is a judgment call on the part of
the City.
Mayor Swedberg stated there is confusion concerning right-of-way issues and asked for
clarification of same. Mr. March indicated the only way to resolve the right-of-way
issues are to have the property surveyed. Mayor Swedberg stated he did not feel it was
necessary to have the property surveyed.
Mr. March indicated he had spoken to Mr. Roger Butler, Anoka County, and was told the
City would not be required to obtain a permit to remove snow from the County right-of-
way.
