Discussion next centered around a number of topics concerning taxes, schools, and other issues. I was not able
to determine if there was anything Jane's office might do about those issues. If anyone else at the meeting has
more to say about any of those issues, please reply to the above.

Below, I include the text of the two handouts. Again, Pictures are NOT included for Email efficiency. If anyone
would like the complete handout, either in Email fortn or hardcopy, please contact me.

v one ets the
If anyone has any questions, suggestions, or comments, please do a REPLY ALL so e ery g
information.
Thanks muchl
, Wayne LeBlanc
wayne.leblanc@unisys. com
651-426-0168 home
651-635-6519 work
The Need for an Added Interchange at I35E and I35W
February 2, 2001, Wayne LeBlanc, 651-426-0168
A huge area of lakes and natural wetlands 12 miles long forms a"road blockade" for east/west travel forcing traffic
through downtown Centerville on Main Street. Although somewhat tolerable now, as development and density in the area
increases, the resulting increased volume of traffic threatens to ruin the community. City of Centerville officials and
residents all agree that Main Street should NOT become a major thoroughfare for the whole area and Main Street should
remain 2lanes with slow moving traffic. If it becomes a 41ane fast moving tharoughfare, the added width will force
demolition of many valuable and historic buildings in downtown Centerville and the resulting mass of traffic will divide
the City of Centerville in two. The map below shows how traffic along an area 12 miles long is forced to travel Main
Street through Centerville to go east from the Blaine area or to go west from the Hugo area.
The City of Centerville has looked at a number of options, but the only remaining effective option seems to be an added
interchange at the I35W and I35E intersection that would allow traffic to go from I35W to I35E and traffic on I35E to go
to I35W. This interchange might also be less expensive than rebuilding Main Street through miles and miles of wetlands.
This new interchange could allow further improved traffic flow in the distant future with possible added interchanges at
SOt'' Street and I35E and at Main Street and I35W.
Any information on how we might help bring this new interchange about would be appreciated. Are there funding or
resources available for studies, planning, and implementation for this interchange?
Pedestrian Bride Over I35E Need
February 2, 2001, Centerville Park and Recreation, 651-429-3232, Wayne LeBlanc, 651-426-0168
, The purpose of this plan is to illustrate the need for a pedestrian bride across I35E about % mile south of the highway 14
junction near Centerville. A beautiful trail has just been constructed in the Chain of Lakes Park Reserve and will connect
to trails leading to Minneapolis and beyond. A trail in Hugo running north on highway 61 already exists and will continue
to Duluth. Centerville has agreed to lead trails from the Chain of Lakes Park to I35E and Lino Lakes and Hugo have
agreed to lead a trail to I35E but what is needed is a pedestrian bridge to connect these two great trail systems. The whole
state will benefit from this connection. The map below, taken from the Metropolitan Council "Regional Parks - A Map
, and Guide," shows the trail gap between Centerville and Hugo. Large green dots indicate trails.
The map on the lower left shows a detailed plan of Centerville trails. A trail through the Chain of Lakes Park to the left of
"H" and around the south end of Centerville Lake to "I" and to Centerville Road is complete. Centerville will construct a
2
