Ouali �ing Requirements <br /> 1. Project Description - The propased project involves the construction of approximately 2300 <br /> lineal feet of 8' wide asphalt trail. The trai� is designed to interconnect several already linked new <br /> and e�sting residential subdivisions in Centerville through the City's largest municipal park and <br /> then link into the Anoka County Rice Creek Regional Park Reserve trail system (See E�ibit A). <br /> The project would allow severai thousand users to directly access a major public recreational <br /> facility. The Rice Creek Chain of Lakes Regional Park Reserve currently contains picnic areas, <br /> parking, boat launches, canoe launches, fishing pier, campgrounds, Wargo Nature Center, <br /> Heritage Lab, a prairie restoration project, cross country ski trails, a swimming beach with <br /> bathhouse/restrooms, playground, drinking fountain and Chomonix Golf Course. <br /> Anoka County currently is planning to make several upgrades to the Rice Creek Chain of Lakes <br /> Regional Park Reserve. The improvements have been authorized and funded by the Metropolitan <br /> Council. The anticipated budget of these improvements is included as E�ibit B. As these <br /> improvements begin construction in the fa11 of 1999, the timing is perfect for the City of <br /> Centerville to subrnit this application. This grant application is being submitted due to the <br /> extreme iznportance to the City of Centerville and the surrounding axea to have a local access to <br /> this significant public recreation facility. � <br /> 2. Project Goals - The goal for this project is to allow the following users to access the Rice �', <br /> Creek Regional Paxk Reserve : hikers, walkers, joggers, runners, bicyclists, in-line skaters and ��, <br /> cross country skiers. The trailway is being designed wide enough to accommodate multiple uses ��, <br /> by a variety of users. '� <br /> 3. Project Costs - The project costs have been delineated by the City of Centerville's consultant <br /> engineer. The firm of Bonestroo, Rosene, Anderlik and Associates has provided a detailed cost <br /> breakdown of a11 components involved in constructing this trail linkage project (See E�ibit C}. <br /> 4. Evidence of Project Support - There are several groups that have been involved in the <br /> development of the CentervilIe trail system. Included in the grant application are a couple key <br /> letters of support. One letter of support is from the Director of Parks and Recreation from Anoka <br /> County. The second letter is from a grassroots neighborhood group that has recently farmed to <br /> work with the City of Centerville's Park and Recreation Committee for the promation and <br /> development of the community's trail and park systern. If the application was not limited to a <br /> total of eight pages, I could include many other letters of support from individuals and families <br /> that have a desire to see Centerville establish a trail linkage with the Rice Creek Chain of Lakes <br /> Regional Park Reserve. <br />
