5. Availability/access to 50% "hard match" - The City of Centerville is proposing to use park <br /> dedication funds from a new current subdivision to provide the 50% "hard match" requirements <br /> for the grant. <br /> 6. Identification of the sponsoring unit of government - The City of Centerville will be legally <br /> responsible for the project and will maintain the trail linkage for a period of twenty years. <br /> 7. Acknowledgment that neither this funding source nor the "hard match" can be used for <br /> in-hoase labor services and/or to meet ezisting payroll - The City of CenterviIle <br /> acknowledges that neither the grant amount or the "haxd match" can he used for in-house labor <br /> services or to meet existing City payroll. We understand that only cantract services, materials and <br /> supplies axe reimbursable. � <br /> �val�ation Criteria <br /> A. Site and project quality - As depicted on the maps that have been submitted as part of this <br /> grant application, the trail linkage clearly connects local trailways to a major recreational facility. <br /> The trail linkage is located in Laurie LaMotte Park which is the largest municipal park in the City <br /> of Centerville. The trail linkage axea is located on City owned park property. The park area is <br /> very aesthetically pleasing. There are mature trees on the west property boundary and there is a <br /> lakeview from the parking area. The City purchased the site from private landowners for park <br /> purposes due to the quality of the site. There is a large parking lot in LaMotte Park that is <br /> available to visitors to the trailheatl. The parking lot was designed to accommodate 147 vehicles. <br /> ' There is also a shelter buiiding in the park that has modern restrooms available for trail users. <br /> B. Pubiic need for and benefit of project - This pro}ect should be funded for several reasons. <br /> Last year a City youth was injured and hit by a car while bike riding along Main Street. There <br /> ' have been citizens that have attended Council meetings to testify about the tra.f�c speed in the <br /> ' City and the lack of safe places to walk and ride bikes. The subdivisions in the community have <br /> ' been interconnected, but until now there has never been an opportunity to link to a major <br /> recreational destination. The Rice Creek Chain af Lakes Regianal Park Reserve trail system <br /> would a11ow the City ta find a safe haven for those seeking a quality natural experience in the <br /> midst of a gowing suburban community. <br /> I estimate that there is a o ulation of 3000 -3500 ersons that live within one mile of the <br /> P P P <br /> ro osed ro�ect site. I would ex ect on the avera e a minimum of 200 users er da on the trail. <br /> P P p J P g P Y <br /> This would e uate to a minimum of 73 000 user tri s/ ear. <br /> q � P Y <br /> C.
