CITY OF GEM LAKE. <br />MINUTES OF CITY COUNCIL MEETING <br />JIINE, 2005 <br />The June; 2005 regular meeting of the -City Council. of the: City of Gem Lake was called to order by Mayor Eineott. <br />on Monday, 20 June 200.5, at 7: 12 PM in the first floor ineeting room .of Tousley Ford. Mayor Eineott, Councilors <br />Watson. Bosak, Schilling :and Rasmussen and Clerk Magnuson were present. Also present were, .Planning Vice <br />Chairman. Lindner; Planning Comrissiort appointee Craig Rafferty; and Dan and Josephine Osterkaritp. <br />FollowiitgMayor Euieott's request for additions, deletions; or corrections, the following:actions were.taken: 1) <br />unanimous approval of the Minutes of the 16 May 2005 City. Council meeting as presented ..on Motion by Watson, <br />Second by Bosak, 2) unanimous approval ofthe CityCouncil Meeting Agenda for 20 June 2005 as amended. onM.otion <br />by Schilling Second by Rasmussen. <br />Mr, Magnusonthen made General Announcements. <br />Mr, Lindner then reported dueto the absence of a quorum, the Planning Commission was unable to convene on 07 <br />June 2005. With that, Vice Chairman Lindner continued the. Public Hearing: on the Osterkamp Variance application to <br />20 June 2005 for consideration by the City Council. Thosepresent did review the proposed Osterkamp development. of <br />Surmm11itMini Storage and determined adequate details have ben discussed to empower the. City Engineer and the Zoning <br />Administrators to handle the projectthrough completion. No.. additional details are available on Mr; And Mrs. <br />1.loesch ler's.conditions. <br />❑iscussion of the LaBore Road traffic -study with a consensus that speed was not an issue but that traffic volumes. <br />remain significant during drive times. No further enforcement action is encouraged at this time. Additional enforcement <br />will be depinyed•oti Goose.•Lake Road with an agreed upside limit of$1,000 in additional costs. <br />Mr. Magnuson reviewed the minutes of the Sheriff's nieeting for 19•May 2005 with no action taken_ <br />Mr. Magnuson then. reported that the County ElHighway.61 reconstruction is moving forward and should commence <br />sometirne.iin July. Watson -asked what impact a state shut down might. have and:asked the Clerk to contact Mr. Soler for <br />an answer. Paving will be completed this week an'Scheuneman Road. Feasabilitystudies for Big Fox / Little Pox/ Haven <br />Tessier= reconstruction and • city water will. be available for consideration in July. Mr. Watson .suggested alternative <br />drainage considerations should be included in the plans for presentation to the residents of the area. Mr. Magnuson also <br />noted some conversations have taken place regarding conversion of Big. Pox Road at County Road E to a west bound <br />right -turn. only. Mr.. Segermark felt it to be a positive plan and has expressed a willingness to discuss with neighbors. <br />The: lnflow!lnfi€tration Project should be underway in July as well. <br />Mr. Schilling suggested we hold several community meetings to ask thecommunity what amenities the current <br />residents would like to sec in the comtunity. Thereare substantial funding sources which remain untapped by Gem Lake <br />to provide many amenities without substantial cost to the community. General consensus was that the City Council <br />should hold:. at least two work shop/community meetings in September and October to get input from residents. It. <br />was further suggested that the meetings should be held in a facility other than Tousleyso as not to disrupt their normal <br />operations. <br />Mr. Eineott then reported on the current status of the JPA with VLAWMO notinghe has agreed to serve as it's <br />'freasui-er in the coining. year: Mr. Magnuson presented the annual financial report for VLAWMO further demonstrating <br />the: effectivenessofthis organization. Motion by Lnicott, Second by Watson to adopt Resolution No. 2005.11 in support. <br />contiinring the. JPA between the communitiesto maintain VLAWMO was unanimously adopted. A copy will be <br />forwarded to VLAWMO for distribution. <br />Mr. Magnusonthen reported he has reviewed Gem Lake:and State statutes regarding liquor licenses and. feels that <br />since no formal applications have been received that the current ordinance be turned over to the Planning Commission <br />in September forconsideration with specific attention paid to the number of each type of license to be issued. <br />Mr. Magnuson reported on additional evidence of coyotes in and near homes in Gem Lake including his own home <br />and has suggested to the Planning Commission that they revivethe final draft"H" as amended to includeexotic species. <br />controls and send it forth for a vote. <br />
