Council Workshop <br />1 December 2008 <br />The City of Gem Lake monthly Workshop was called to order by Mayor Emeott on Monday, December 1, <br />2008 at 7:15 pm in the Gem Lake, City Hall meeting room. <br />The following members were present: Mayor Paul Emeott;:Council members Gretchen Artig-Swomley, Tom <br />Rasmussen, and Chuck Watson. Also present were Attorney Trevor Oliver, Jim Lindner and Teresa Tice, Recorder. <br />Mayor Emeott passed out a listing of appointments and positions that need to be filled during. the January 2009. <br />meeting. <br />The following are a summary of 2009. Goals developed during the workshop sorted by topic: <br />Projects <br />• Completion ofZoning Ordinances <br />+. Completion of Comprehensive Plan. Consider selecting a champion for the Comprehensive Plan (Jim <br />Lindner or Planning Commission chair) <br />• Put together a package of information for developers to be better prepared for development. Possibly <br />include city history, facts, demographics. <br />• Turn Putman Gateway vision into a build -able master plan that is available to developers. <br />• Look at LDB parcel -rezone to mixed use (residential, commercial) <br />• Storm Water Plan <br />• Implement .a:Neighborhood Watch Program <br />• Ordinance Review Plan: Develop list of ordinances need to review. Discuss if ordinance should be codified <br />(takes out of order ordinances and deletes repetitiveness, creates order) <br />• Water Ordinance for hooking up to city water <br />Operational <br />• Ensuring a smooth transition between outgoing and incoming .mayors <br />• Spend carefully. Build reserves. <br />• Try for a stricter deadline for development of materials for City Council meeting. Possibly have all items in <br />by Thursday before meeting. <br />Look into ways to get minutes onto website faster (possibly within 1 week of meeting) <br />• Put.more. publicinformation out about annual budget. Put quarterly financial reports on web site along with <br />minutes of meeting. <br />• Enhance method for residents to get information by developingemail lists. Provide form residents can <br />completeto get added to list. <br />• Develop clearer process for residents to file complaints. Possibly develop a form for the web site. Clarify <br />the citation process for ordinance violations. <br />• Ensure all updated ordinances are on the web site. <br />• Talkwith webmaster toget a genericemail set up for incoming emails. <br />• Develop process for keeping web site up to date. <br />• Enhance Job Descriptions for appointments and commissions so people know the expectations: of they are <br />volunteering for. <br />• Develop a Public Relations Plan to solicit positive press. Possible appoint a public information officer <br />
