Memorandum <br />May 19, 1994. <br />Page 6 <br />of retail peaks with the non -retail traffic flow in the area would determine if delay is greater than <br />what is shown in Table 1. <br />Proposed Site Access and On -Site Circulation <br />Site access is proposed at two locations. The main access to the site aligns with the main <br />signalized Wa1=Mart access: We had two main concerns with this. driveway. One concern is the <br />proper alignment of the lanes in the Fontana Square driveway with the lanes in the Wal-Mart <br />driveway. Based on the most recent site plan, which contains an enlarged drawing of the two <br />driveways, it appears that the driveway aligns properly with the lanes in the Wa1-Mart access. <br />However, if the project is approved; this will need to be monitored to ensure proper alignment <br />once the project moves into the review of detailed construction plans and roadway improvement <br />plans. <br />The other significant concern with regard to this access is the limited amount of vehicle stacking <br />space within the driveway and the potential for that to result in 1) on -site congestion and 2) <br />County Road E congestion. To address this concern,we conducted a detailed analysis for. a <br />signal cycle during which a peak demand to exit the site would occur. This is accomplished by <br />averaging the amount of vehicles which would exit the site per signal cycle during the pm peak <br />hour and multiplying that figure by 1.5 to account for non-random arrival. In this situation, the <br />vehicles which do not fit into the left turn lanes in the driveway must wait in the east/west <br />collector road. The on -site collector road will have two-way stop control yielding to inbound <br />traffic coming from County Road E. <br />The only time this could create a problem in the in -bound drivewayis if a driver attempts to <br />turn into the driveway after the turn lanes are already full. The vehicle would end up sitting <br />in the middle of the intersection blocking inbound turns to the west Most inbound drivers in <br />this situation would not choose to wait, and would turn right instead, and get to the west side <br />of the site via the parking lot. This is expected to happen rarely and would not block inbound <br />traffic as far as. County Road E even if drivers chose to wait until the vehicle blocking the <br />intersection was moved so they could turn left. <br />The current site plan shows a separate eastbound right turn lane and a shared through/right <br />easement turn lane in the collector road. <br />On -site congestionat the north end of the main access is likely to be worsenedby the inside <br />eastbound lane being able to make a right turninto the driveway. We recommend this lane be <br />modified to an eastbound through lane only. <br />The second access to the proposed project is at the west side of the site, aligned with future <br />Arcade Street to .the. south. Our main concern with this access it that the existing section of <br />County Road E between the railroad tracks and the driveway may not be wide enough to <br />accommodate an eastbound left turn lane. County Road E tapers down to four lanes with a <br />median east of the railroad tracks. As the project proceeds through City reviews, a <br />determination should be made as to whether or not this is physically feasible and at what point <br />the left turn lane would be necessary to preserve acceptable flow of eastbound through traffic. <br />
