Memorandum May 19,.1.994 Page .7 Similar Developments and Roadway Arrangements A development consisting of a Target Greatland, Rainbow Foods, Amoco gas station, and a significant amount of other retail uses is located in thenortheast quadrant of 1-494 and Rockford Road in Plymouth. Rockford Road, in the vicinity of 1-494, is a four lane divided arterial which leads to single family neighborhoods to the east and north of the retail development and a combination of multiple family, single family and regional park land uses south of Rockford Road. This roadway had:. an average daily traffic volume of approximately 18,700 in 1990, and weare in the process of researching more recent traffic counts and peak hour conditions The distance between the ramps and the signalized access to the development appears to be similar to the County Road E situation. The on -site circulation is different in that the entrance to the development is more of a street, which intersectswith entrances into the. sites. The disadvantage of this arrangement is that there is more needfor vehicular circulation on the site, and much of the on -site vehicular circulation that occurs must cross the street which cuts the site in half. Compared to the Rockford Road retail described above Fontana Square site plan appears to be more friendly to pedestrians and bicyclists, because of the sidewalks along the driveways and the limited number of locations that vehicles can intersect with the east/west collector road. Impacts to Pedestrian & Bicycle Safety in Vicinity of Vadnais Heights Elementary School A March 14, 1994 letter to Gerry Urban addressed the realignment of the County Road E/Centerville Road/Koehler Road intersection, a sidewalk plan in the vicinity of the school, school crossings of County Road E, school circulation in general, and off-street parking needs for the school. The main recommendations which came from that letter report are listed below: • Realignment of the County Road E/Koehler Road and Centerville Road intersection. Sidewalks along Centerville Road, County Road E and Koehler Road. Traffic control at the County Road E/Koehler Road and: Centerville Road intersection. One additional school patrol on the southeast corner of Centerville Road and County Road E. ■ Relocation of school crossing from the north side of the County Road E/Koehler Road and. Centerville Road intersection to the south side. ▪ Expansion of the off-street parking area south of the school with access to Koehler Road.
