Goal C: Maintain safe site access and traffic circulation within the design capacities of all future and existing roadways. Objective C-1: Objective C-2: Define street alignments as development occurs (i.e., Arcade Street north of County Road E and extension of Wolters Boulevard to County Road E). Work with affected landowners to study access as well as traffic circula- tion in all quadrants relative to traffic impacts upon surrounding neigh- borhoods, with special attention to schools, parks, playgrounds, and public properties. Objective C-3: Examine alternative means of access to the northern portion of the Northwest quadrant which are compatible with alternative land use plans. Objective C 4: Require all developers, through comprehensive traffic analysis, to demonstrate traffic generation characteristics, including but not limited to A.M. and PM. peak -hour movements and pro- jected average daily traffic (ADT) volumes, that are compatible with the capacity and design limits of the local and regional transportation system Maintain an average LOS C from 7:00 a.m. to I O:00 p.m. with hi 1/adn ais City Center.. Objective C-5: Plan to locate those uses which have high traffic generation characteristics and needs for visibility on sites that can best support them as determined by comprehensive traffic analyses and other plan- ning data for the area.
