City of Gem Lake City Council meeting minutes, Tuesday, October 20, 2015 Page 2 <br /> <br />Resolution 2015-21 – Snow Plowing Contract. Contract is the same as last year. A motion was made by <br />Councilmember Lindner, seconded by Councilmember Bosak to approve Resolution 2015-21. Motion <br />passed. <br /> <br />Resolution 2015-22 – Order Preparation and Assessment. Wording was added to the Resolution. #2. <br />Assessment shall be payable in equal annual installments extending over a period of 10 years, the first of <br />the installments to be payable on or before the first Monday in January, 2016, and shall bear interest at <br />the rate of 2.75 percent per annum from the date of the adoption of the assessment resolution. Note – <br />no bond, will self-fund. A motion was made by Councilmember Lindner, seconded by Councilmember <br />Artig-Swomley to pass Resolution 2015-22. Motion passed. <br /> <br />Resolution 2015-23 - Order Assessment Hearing. Wording was added to the Resolution. #3. The <br />owner of any property so assessed may, at any time prior to the certification of the assessment to the <br />county auditor, pay the whole of the assessment on such property, with interest accrued to the date of <br />payment, to the City of Gem Lake, except that no interest shall be charged if the entire assessment is <br />paid within 30 days from the adoption of the assessment. An owner may at any time thereafter, pay to <br />the City of Gem Lake the entire amount of the assessment remaining unpaid, with interest accrued to <br />December 31 of the year in which such payment is made. Such payment must be made before <br />November 15 or interest will be charged through December 31 of the succeeding year. A motion was <br />made by Councilmember Lindner, seconded by Councilmember Bosak to pass Resolution 2015-23. <br />Motion passed. <br /> <br />James Johanning, 3880 Scheuneman Road, update – plan for action for sanitary sewer hookup. Mr. <br />Johanning briefed the City Council on the status of disclosure on his purchase agreement in regard to <br />sanitary sewer hookup. The matter is set to be heard on November 9th in court. Mr. Johanning was <br />invited back to the November 17, City Council meeting to update the Council. <br /> <br />Shawn Pehrson, 4140 Otter Lake Road, update action plan for septic system. At the July 21, 2015, City <br />Council meeting Mr. Pehrson was invited to update the council on his plan of action on his septic system <br />at 4140 Otter Lake Road. At that time the Council asked Mr. Pehrson to petition his neighbors on Otter <br />Lake Road as to whether or not they would like sanitary sewer available for their properties. Mr. <br />Pehrson was not able to garner enough signatures for sanitary sewer. A brief discussion took place, <br />Council asked S. E. H. to do a proposal as to the costs for a preliminary feasibility study to have sanitary <br />sewer go up Scheuneman Road, address the private road and ending at the intersection of Goose Lake <br />and Otter Lake Road. Dennis Holman, 4160 Otter Lake Road, clarified that if sanitary sewer does <br />become available he would hook up from Otter Lake Road and not from the private road behind his <br />home. <br /> <br />Tony Scornavacco, 7 Daniels Farm Road, update –deer hunting on his property. Mr. Scornavacco was <br />not able to attend to report. <br /> <br />Update on Water Contract with White Bear Lake <br />A Memorandum of Understanding is in process. <br />
