Jed Schmidt, Forty7, LLC, Woodlane Drive Single-Familty Residential Development <br />City of Woodbury, Washington County, Minnesota <br />2 <br />On the south side of the site there is a small depression / ditch that was studied by Earth Science Associates Inc. <br />and identified as an incidental wetland. The Minnesota DNR concurred that the feature is not regulated under the <br />Wetland Conservation Act. Additional vegetation on site includes scattered trees and scrub growth. <br /> <br />Several trees were removed without formal approval or performing a tree inventory. As a result, a complete tree <br />inventory and preservation plan cannot be prepared. The removals also resulted in some erosion issues near the <br />storm outlet at the Southwest corner of the property. A stop work order was placed as a result. Stabilization was <br />installed, including minor regrading, seeding, installation of erosion control blanket, and placement of silt fence. <br />Permanent improvements will be finalized with the full site development. <br /> <br />Surrounding land uses are predominately commercial, including auto repair and sales, personal storage, and tool <br />supply businesses. The Burlington Northern Railway line borders the East property line. On the east side of the <br />railway are single family and multi-family residential uses. These are approximately 290’ away from the rear project <br />property line and are separated by both the railway and Hoffman Road. <br /> <br />Existing sanitary sewer and watermain are in Scheuneman road adjacent to the site. There is a 12” DIP watermain <br />and an 8” VCP sanitary sewer. A service lead for each serves the project property entering the site at the existing <br />driveway location. <br /> <br />The existing water drainage currently flows across the site north to south. About a quarter of the site drains to the <br />east, and three quarters drains to a flared end storm inlet in the southwest corner of the site. <br /> <br /> <br />Proposed Project <br />The proposed project includes a lot line adjustment of the north property line. An application for this adjustment was <br />previously submitted to the city by the property owner. The review of that application was placed on hold due to the <br />stop work order. As part of this project an updated application for this adjustment is included. <br /> <br />The proposed site development is a small commercial-use building and outdoor storage area to serve KRUNCH <br />Dumpster Company (KRUNCH), a dumpster rental service provider. To fit the operation within the Gateway District, <br />a zoning ordinance amendment is requested to establish new building type – “Commercial Storage.” This alternative <br />layout standard is intended for businesses that store and distribute goods, without a retail component. Outdoor <br />storage is in the proposed operation which requires a Conditional Use Permit. The proposed zoning standards for <br />this building type are outlined in Exhibit A following this narrative. <br /> <br />The proposed building for KRUNCH is 4,800 sf and will be used for vehicle parking and office space. The remainder <br />of the site is an outdoor storage area with a class 5 gravel base for dumpster storage. A sign may be provided on the <br />building, but no monument sign is proposed. All signage will comply with city requirements. <br /> <br />Parking is provided based on the number of employees. Two outdoor parking spaces for standard vehicles are <br />accommodated in the site plan, based on 2 employees being on the site at any given time. No customer or public <br />parking is required. All parking and outdoor storage areas are located to the side and rear of the building, consistent <br />with Gateway District design intent. Bicycle parking though required by code, is not proposed on this site due to the <br />nature of the business and expected travel mode to the site. Pedestrian access is also not anticipated, there is no <br />existing sidewalk along Scheuneman Rd. <br />
