Automobile traffic ftorn any business in Ihis area, must be. <br />channeled to County Road E and not to the authorized private <br />way serving the residences located on the north and westerly.limit <br />of this planning area. A detailed traffic.plan for this planning area <br />must be provided and approved by the .Planning. Coitimission. <br />5.3.5 "Central" Residential Area <br />This is the .largest planning: area within the City of Gem Lake. It .is: <br />located north of.Counry. Road E, east of Labore Road and south of the, <br />golf course, and west of the Northeast residential :planning: area. Most <br />of the unconunittedland in the City,of Gem Lake. lies within: this <br />planning area. An almost fully -developed subdivision is located in the <br />southwesterly .portion of this area. An additional large amount of <br />relatively uucommitted:lands. is located north of*County Road E and <br />east of -the body of water called Gem Lake. Lying principally north <br />and west of the. water bodyof Gem Lake are residertial structures on <br />large lots: <br />Lying in the center of this residential area is the water body called <br />Gem Lake and its attendant wetlands areas. This area is <br />.environmentally very active with a. substantial amount of native <br />vegetation and wildlife. The property. just to the:south and east, of this <br />area is commercial in. use. The Limited Density Business area, located <br />directly south of this Central area is designed to buffer this fesidential <br />area from the commercial areas. <br />In response to these .existing conditions, the following- specific <br />policies for this:plannitig area.shall be. as follows: <br />A. Continued encouragement of very low density - (three acre lots <br />minimum). residential Iots to -maintain the.high quality naturAl. <br />environmental features of this area. <br />B. Use of the Low Density Business (LDB) area as a transitional <br />zone between the very.. low density .residential areas and the <br />commercial areas. <br />C. Develop very strict development controls adjacent to the water <br />body Gem Lake and its attendant wetland areas: including controls <br />on grading; vegetation removal and introduction- of extensive. <br />impervious surfaces. <br />D. Provide strict runoff control of all -land draining into Gem.Lake; <br />E.
