53.6 "Northwest" Residential Area <br />This planning area comprises most of the residential area. of the City <br />located north. and west of Goose Lake. Road, except the.area.used by <br />the golf course: At present, this planning area has medium to low cost <br />residential structures on one acre minimum size lots. There are soma <br />relatively large. undeveloped areas in. this residential planning area. <br />The residential structures in this. area are served by the. City <br />maintained streets, Haven Lane;. and Tessier Road, and Ramsey* <br />County maintained Goose Lake Road. <br />In response to these existing conditions; the following. specific <br />policies for this: planning ,area shall be. as follows: <br />A. Moderately low&nsity residebtial-development (at least one acre <br />lots) continue to be encouraged in this planning area. <br />B. Strict dontrols. onsite septic systems must be maintained4n this <br />area. Provisions for an alternate onsite septic system drain. field. <br />should .. required to prevent the need for municipal sanitary <br />sewer. <br />C: As this residential planning area.hits -its:northwesterly border oti <br />the edge of the Township pf White Bear Lake. business and <br />commercial zones, it is 0cquraged that natural buffers of plants, <br />trees, or berms.be:constructed -to buffer these residences from the <br />commercial:traffic and noisejust--to*the north. and west. <br />5.3.7 "Recreational" Area <br />An 18 hole golf course is presently located.in portions of what are <br />now the Central, Northeast,.and Nortliwes -.residential planning areas. <br />This. golf course provides: the -only semi-public open space in the City <br />of Gem Lake and substantially enhances the feeling of open space and <br />.natural ehViionmenr $o treasured by the -residents of the City. <br />In response to. these. existing conditions, the following specific <br />policies for this planning area are offered. <br />A. The land areas where the.golf course.is presently located should <br />be re -zoned to a "Recreational" zoning area to'ensure that this <br />area.remains as. an "open space". <br />B..
