5.3.8 'W6rt6east" Residential Area <br />This planning area of the. City .comprises the area to the east of <br />Scheuneman Road from U.S. Highway 61 to the. northern boundary <br />of the City, and:'almost .all of the northeast corner of the City from the. <br />golf course northward to the City limits. Most of the residential lots <br />in this area are of 3/a acres size or larger. This residential planning area. <br />is fully developednorth of the golf eburse, but. some. areas of open <br />)and for development of residences are: still available along the <br />eastern side. of Scheuneman Road. <br />In response to these existing conditions, the following. specific <br />policies for this planning area shall be as;foUows: <br />A. Low to very low density- residential development (one to three <br />acre minimum size lots) is encouraged. <br />B. Strictcontrols on phsite septic'systems Most be, maintained*in*this <br />area. Provisions fbr an alternate onsite septic system drain.field <br />should be required to prevent the need for municipal sanitary <br />sewer. Jliis is particularly important to protect the wetlands <br />around the North Pond, just north of *the .golf course and the <br />wetlands alQngthe easterly:sideof Scheuneman Road. <br />C. As. almost all of this planning area drains into the North pond, <br />located just to the:north of the -Golf course, guidelines for surface <br />water. drainage need to.be developed for this planning area: <br />D. As all of the lots oh -the eastern side of Scheuneman.Road in this <br />planning area are -currently one acre or greater in size,:tezonihg of <br />this area should be considered. <br />E. As this residential planning urea has its easterly :.border -on the. <br />edge of the City of White Bear Lake business .and commercial <br />zones, it. is encouraged that. natural *buffers- of -plant, trees;. or <br />Berms be constructed to buffer these: residences: from the <br />commercial traffic just -to the east, <br />6.0 Transportation Plan <br />The preparation of -the transportation componetit of the <br />Comprehensive MiWcipal Plan of Gem Lake is based principally on <br />the desire of the community to cooperate with other units .of' <br />government in obtaining .a mutually high level of community <br />services: :Recognizing. that most .of Gem Lakes residents conduct <br />most of'their work, shopping, cultural, educational, and redreationat <br />activities outside the City limits, the quality of the transportation <br />system is important.
