With the future possible <br />extensions, 'the ultimate daily flow would be .1658 million gallons <br />per day or 60.5 million gallons per year. <br />The City :of :Gem Lake has enacted orcUnance$ which regulate <br />individual sewage :treatment systems (Ordinance 46) and the <br />operation of the municipal sanitary sewer system (Or(*ance .64). <br />Ordiinance 46 is. designed to protect and promote the *health, safety <br />and general welfare of the people of Gem .Lake by regulating.:seepage <br />discharges and the location, installation; alternation.; operation and <br />maintenance and monitoring of all individual sewage. -treatment <br />systems (ISTSs). Individual sewage treatment systems must be. <br />installed in accordance to Chapter 7080 of the Minnesota Rules.. The <br />ISTSs shall be designed. to receive all sewage fromthe dwelling{s), <br />building(s), or other establishment(s) served by the system, indluding <br />laundry waste and basement floor drainage. Surface, roof and <br />foundation drainage and. other storm water shall not be allowed to <br />enter any part. of the system. Not. more than one dwelling, <br />commercial, business, institutional, or industrial unit shall l;e <br />connected. to the sarne-15M, :unless such multiple connection was <br />specified in the application -submitted and in -the permit issued for <br />the. system. No ISTSs shall. be installed or renovated on Iands to <br />which public sewer service is currently available, without. a system <br />permit Within the Urban Service AAtea, as identified 1n a <br />Metropolitan Council. approved a comprehensive sewer plan, <br />developers shall locate ISTSs to acl�ieye maximum economic <br />feasibility of connection to the public sewer system,. consistent with <br />the other provisi:Qns of this ordinance. <br />No preliminary plat shall be approved by the City of. Gem Lake City <br />Council, unless the administrator makes a favorable <br />recommendation. -regarding the ability of each lot to accommodate a <br />satisfactory ISTS. A system permit, obtained from the administrator, <br />is required for any installation 9r renovation of an ISTS; No building <br />permit for any building including the installation or -renovation of an <br />ISTS shall be issued until a system permit for the involved facility has <br />been approved.. <br />The City of Gem Lake. has instituted an inspection program for IS'ISs: <br />The initial inspection is to determine if installation or renoyation has <br />been accomplished. in. compliance with Chapter 7080 of the <br />Minnesota Rules and with the Gem Lkke Individual Sewage <br />Treatment System Ordinance... The administrator shall inspect any <br />individual ISTSs when a written complaint signed by two residents <br />of the -City of Gem Lake is.ie.wived.
