7.1.2 . Policies <br />• It is the policy of the City to extend sewer mains as needed as <br />shown in Figure . First priority shall be commercial <br />establishments. Second priority is areas where soil or <br />topographic conditions limit effectiveness of on -site sewage <br />disposal systems. <br />• On -site sewage disposal systems will not be allowed where there <br />exists service limitations such as wetness, low soil percolation <br />tests and other unfavorable soil conditions. <br />• Further written working agreements with Vadnais Heights and <br />MWCC will be sought as necessary to coordinate required <br />extension of sewage service to their systems. <br />• Appropriate on -site disposal regulations will continue to be <br />enforced in those areas not served by the centralized sanitary <br />sewer system. Strictly enforce Minnesota Department of Health <br />and Minnesota Pollution Control Agency standards for <br />installation of ISTSs. <br />• Continue annual inspection program of all individual sewage <br />treatment systems. <br />• Minimize water pollution from on -site treatment systems. <br />• Meet or exceed all applicable state or federal requirements for <br />sewage effluent. <br />• The City will encourage that sanitary sewer and water system <br />extensions generally occur in tandem. Water lines should not be <br />extended by themselves to serve a neighborhood of failing septic <br />systems. <br />• The City will require that wastewater generation served by ISTSs <br />connect to the public system within one year of the time service <br />is made available. <br />• Develop a capital improvements program, which includes sewer <br />system improvements. <br />• Require minimum lot sizes adequate to provide for all expected <br />improvements to ISTSs and for the installation of two ISTSs in <br />order to insure space for an alternate system or system expansion <br />in case of inadequacy or failure. <br />• Establish a continuing education program on the function and <br />maintenance of ISTSs. <br />• Seek outside funding for programs to locate and upgrade <br />substandard wells and ISTSs. <br />Comprehensive Plan A-GEMLK9501.00 <br />Gem Lake, Minnesota Page 26 <br />
