8.0 Water Supply Plan <br />8.1 Water Supply SysWrh <br />At present, there is no citywide public water distribution system <br />within Gem Lake. Tousley Ford, in. the Hoffman's Corners West area <br />Of the. City, receives their water supply from the Vadnais Heights <br />water :distribution system. All other properties * Gem Lake, <br />residential and non-residential, obtain their water supply via private <br />wells. <br />The City has a number of options with regard to j'ts water supply. <br />The first. would be *to continue to rely on private wells. A second <br />option would be to'purchase water -from the Vadnais Heights and <br />White Bear Lake water distribution systems for all properties within <br />.Gem Lake. Another option would be to purchase water for just the <br />commercial properties. <br />Connecting to an exi9ting municipal system would address a number <br />of potential problems. Water quality would be ertihanced by <br />connecting to &public system that includes water treatment facilities... <br />'With private wells, there * the potential of contamination and of the <br />well going dry. <br />.There are some steps that the City -should undertake if it continues <br />to primarily rely on private wells fpr:its water supply. A program <br />should be set up: to requirepeciodic testing of water from -every well <br />in the City to determine its quality. This program should inrrlude. <br />-.steps to take,:should.a negative sample be found. <br />An educational program could be set up to promote water <br />conservation #teasures. within the City of Gem Lake. Although each <br />residence and business has its own private well, 1t would be <br />beneficial to the community to have some type of water conservation <br />programin.order to. maximize ihe.groundwater supply. It would be <br />difficult for the City to impose water conservation regulations on. <br />properties with private wells.. However, an educational program can <br />recommend 'water conservation measures which a property owner <br />can impose oft *oneself. The City could develop a newsletter or <br />handbook that would describe:and recommendwater savingdevices <br />and appliances (i.e., how to cut down on water use, the. best and. <br />worst times to use water outdoors, etc,). The educational program <br />should emphasize the value and importance of conserving water, <br />regardless if you are on a private well or not. <br />An emergency preparedness/contingency plan should alsb be <br />consideredby the City.
