Parties no later than one (1) Year after the date the Project begins revenue service <br />operations. <br />C. National Register Evaluation of the LS&M Railroad Corridor, between Saint Paul and <br />Duluth. The Metropolitan Council,, in consultation with MnSIIP0 and other <br />Consulting Parties, shall ensure a Phase II intensive survey and. evaluation of the <br />LS&M Railroad Corridor between .Saint Paul and Duluth is completed by SOI- <br />Qualified Professionals as described below, The purpose of the evaluation is to <br />determine. whether the railroad corridor historic district remains eligible for inclusion <br />in the National Register under Criterion A after the completion of the Project and to <br />determine whether any segments of the railroad. corridor historic district are <br />individually eligible for inclusion in the.National Register. Associated properties, as <br />described in Section F. Associated Property Types of the National. Register Multiple <br />Property Documentation Form, "Railroads in Minnesota, 1$62-1956" (Railroad <br />MPDF), shall also be documented at the level of a Phase I reconnaissance survey and;, <br />when appropriate, recommended for individual evaluation under appropriate. National <br />Register Criteria. Associated properties shall be classified as contributing or <br />noncontributing to the railroad corridor historic district; however; individual <br />evaluations of associated properties is not required under this Stipulation. <br />i. The survey and evaluation, including preparation of a research design, survey <br />report, and inventory farms, shall be completed in accordance With Stipulation IT <br />Of this MOA and shall be. conducted under the. direct; supervision of SOI-Qualified <br />Professionals who meet the qualifications for history and architectural history and <br />who have successfully completed previous intensive level surveys of railroads: In <br />addition to meeting the SOl Standards, the evaluation shall follow the guidance. in <br />the Railroad MPDF, MnSHPQ's "Guidelines for Inventory and Evaluation, of <br />Railroads in Minnesota" (March 20 1.9), and MnSHPO's "Railroad Company <br />Information: General Information" (last updated December 31,. 201$), as <br />appropriate. <br />'I- The Metropolitan Council shall submit the draft and final versions of the research <br />design, survey report, and inventory forms to FTA for review and approval. Once <br />FTA's comments are incorporated, FTA shall submit the draft and final <br />documents to Consulting Parties for review and continent pursuant to Stipulation <br />III. <br />iii. The final survey report and inventory forms shall be submitted to MnSHPO and <br />Other Consulting.
