The homes on the private road called “Kahl Circle” are also included. One <br />double home is also now located in this area. <br />• Areas west of Scheuneman Road from U.S. Highway 61 north to the “Hillary <br />Farm” Development, and from the northern boundary of “Hillary Farm” to Otter <br />Lake Road. <br />These areas have existing single family dwellings with lot sizes that vary from just under <br />one acre up to two plus acres (but averaging one acre) in size. These lots contain <br />medium cost single family homes. Most of the areas identified above are fully developed. <br />In response to these conditions, the following specific policies for this planning area have <br />been established: <br />• The continuation of moderately low density residential development continues to <br />be encouraged in this planning area. <br />• Engineered storm water collection/settling areas and discharge rate controls will <br />be required before storm water is allowed to leave this area. <br />• If sanitary sewer service is not available, executive lots must be of a large <br />enough buildable size to support a well and an ISTS system, as well as space for <br />a complete backup ISTS system. <br />• Municipal water should be extended into this area, as feasible. <br />• Housing maintenance rules shall be strictly followed to keep existing homes in <br />good repair. <br />• Natural buffers of plants, trees or berms are encouraged. <br />5.10.7 Single Family - Residential Planning Area <br />This planning area comprises the following areas in the City of Gem Lake: <br />• Areas west of Goose Lake Road between Labore Road and the Gem Lake Hills <br />Golf Course. <br />• Areas northeast of the golf course along Goose Lake Road, and on both sides of <br />Otter Lake Road. <br />• Areas along the private road that extends north of Scheuneman Road at its <br />intersection with Otter Lake Road. <br />• The area along each side of Otter Lake Road. <br />These areas have existing single family dwellings with lot sizes that vary from just over <br />one acre in size to ½ to ⅓ acre in size. These lots contain medium cost single family <br />homes. Most of the areas identified above are fully developed. <br />In response to these conditions, the following specific policies for this planning area have <br />been established: <br />• The continuation of low density residential development continues to be <br />encouraged in this planning area. <br />• If further residences are added in this area, master planning, clustering, and <br />similar concepts should be used to maximize the benefits from community <br />resources, such as municipal water and sanitary sewer. <br />• If sanitary sewer service is not available, lots must be of a large enough buildable <br />size to support a well and an ISTS system, as well as space for a complete <br />backup ISTS system.
