annual review. Any amendments to the Comprehensive Plan <br />beyond an editorial level will be executed only after a public <br />hearing. This hearing must be duly advertised in the officially <br />designated newspaper of the municipality at least ten days prior to <br />the hearing. Any amendments to the plan can be accomplished by a <br />2/3 majority vote (of the members of the City Council). <br />Amendments must be formally submitted to the Met Council for <br />review and will be placed on file with the Council as well as with <br />all governmental units with boundaries contiguous to the City of <br />Gem Lake. <br />City of Gem Lake Comprehensive Plan I page 24 <br />
