Shall maintains harmony and compatibility with surrounding uses and with the architectural character <br />and design standards of existing uses and development; <br />2). halI meet or exceed all Performance Standards. contain elsewhere. in this Ordinance; <br />3) Shall not generate such additional traffic associated. with the use that would overburden orexceed the <br />capabilitiesof streets and other public services and facilities including, but not limited to, parks, .schools, <br />and utilities:serving. the area. <br />If the criteria are not met, or'there is findings to show that .theywouId not be met, the city. couId add <br />conditions of approval onto the: CUP to ensure .the criteria are met; or could site the lack of criteria being <br />Met as findings to deny the request. <br />EVALUATION OF REQUEST <br />Below is.the Planning Commission's findings in regards. to the criteria for this Conditional Use request,. <br />with the criteria in italics: The Council should discuss whether the findings are ..metfor approval, or if there. <br />are criteria that are not met. <br />975.2(A) <br />f) Adjacent Uses <br />The proposed. use.would.be for an accessory structure, which is a permitted use in this zoning <br />district. The proposed building size should not impact the use of neighboring properties. A. <br />condition could be to. require a. grading plan be reviewed by the. city during the. building permit. <br />process,. to ensure the placementwill not impact drainage on.the site, <br />2) Air and Water Qualify <br />The building of an accessory structure should not impact air or water quality. <br />3) Traffic Generations <br />A detached accessory. structure. would not.generate new traffic in the area. <br />4) Public Safety and Health <br />The.proposed project should not have .impacts on the safety or health .of the,public, provided .the <br />structure is built to code and adheres.to conditions placed on. this CUP. <br />5) Area Aesthetics <br />The size, while larger than that of typical accessory structures in the neighborhood, may not be <br />very noticeable from the road due to the placement.of the structure deep in the lot. The structure <br />would stand out compared to structures on neighboring properties to the north and south;. though <br />the neighboring lotto the north also has a large detached structure in their rear yard. This <br />proposed structure would provide additional. storage on the property,. which could reduce the <br />need to store items outdoors on the. property. Existing screening on the applicant's property and <br />on.adjacent lots. reduces impacts onto views caused by the proposed structure., The applicant <br />also plans to build the structure to as to be of:a similar design. to the existing house and detached <br />sued, which they would like to remodel in the near future. <br />7 <br />
