+ A screened exterior trash enclose is proposed <br />A bike rack with concrete pad and sidewalk connecting to the County Road E <br />sidewalk is proposed <br />A monument sign is shown along County Road E <br />In order to approve the proposed Fast. & Fresh Store, the following approvals are required <br />from the City. - <br />I.. Consolidated Land Use Ordinance Amendment; The amendment to the: ordinance <br />would add the requested uses to the list of uses permitted in the Gateway Zone, <br />2. Vacation of Public Right -of -Way: HyVee is requesting the City to vacate a strip of <br />right-of-way. along Hoffman Road between the southernmost portion of the.site up. <br />to. County Road E. The area of the requested vacation is 31,985 square feel and <br />is 17' wide expanding to 72.04' wide at .the County Road E right-of-way. Note, a <br />1 9' wide easement along County Road E is proposed to be dedicated for a public <br />sidewalk. <br />3. Detachment. and Annexation of Property from the City .of Vadnais Heights, The <br />westerly most portion of the property, approximately 3,169 square. feet in area is <br />located in Vadnais Heights. <br />4. A Conditional Use Permit to allow the requested site improvements and uses. <br />Consolidated Land Use Ordinance Amendment -- This amendment is necessary to <br />add the uses proposed by HyVee to the list of uses permitted and/or conditionally <br />permitted in the Gateway Zoning District. Retail and Commercial Uses: are permitted by <br />section 9.6.5 of the Consolidated Land Use. Ordinance.. Several retail and commercial <br />uses are listed as being permitted or conditionally permitted. The HyVee proposal <br />requests a convenience store with fuel islands, a restaurant, liquor store, and coffee shop. <br />None of the uses are specifically identified as being permitted in the City. Staff <br />recommends adding these uses. to the list if the City wants to approve the HyVee <br />proposal. <br />Vacation of Public Right -of -gray HyVee would like the City to vacate 11,985 square <br />feet of the current Hoffman Road right-of-way which would allow the use .of the area for <br />development. HyVee is planning the drive-thru stacking lane within this area which is <br />currently right-of-way. The Hoffman Road right-of-way is the jurisdiction of Gem Lake this <br />is being verified with MnDGT and Ramsey County). The width of the right-of-way is <br />approximately 95', <br />Detachment & .Annexation -- A portion of the property which HyVee is planning to <br />redevelop is located within the City of Vadnais Heights.
