Neighborhood Center: Intended for the most urban conditions within <br />all of the shown mixed use areas. The mixture of land uses emphasizes <br />ground -floor retail with. offices and residentiallrental above (as market <br />acceptance matures) and structures providing commercial space for <br />medium and large -sized retailers: Street frontages throughout this subzone <br />should be pedestrian -oriented, and the public space should be defined by <br />placing building facades at the edge of the sidewalk, Neighborhood Center <br />[and that abuts other aubzones on the north and west sides will. be carefully <br />planned to ensure lower -density buildings. Where developers insert. a <br />minimum 200: foot }puffer at existing. non -Gateway residential properties, or <br />especially along the extreme .eastern edge of the subzone, the City may <br />allow as a conditional use multifamily housing, including townhomes, row <br />houses, or apartment buildings.three stories or less in height.. <br />Section 9.2.4 also provides for incentives for projects which include public transit support.. <br />This is timely in relation to the HyVee proposal. as staff from area communities, and Met <br />Council., Ramsey County; MnDOT and consultants are planning for Future Bus Rapid <br />Transit along the Highway 61 corridor. Bus stop options are being considered as are <br />crosswalks, pedestrian tunnel or bridge locations as well as a park and ride lot and/or <br />ramp. <br />El <br />
