m Lake Hy-Vee C-Store Traffic Impact Study Review
Just 8, 2018
ie 2
d. Movement deficiencies (LOS F) are not reported. The appendbx info Includes the following
changes in LOS which need to be addressed since they appear attributable to the development,
i. Full 2025 Nursery
1. TH611C.RE
a: AM Peak
1. . NB Left goes from E to F
b, PM Peak
i. 53 Left.goes from .E to F
If, '% Intersection 2025 with Nursery
1. TH611CRE
a. AM Peak
I. EB Thru goes from E to F
Ii, WB Left goes from E. to: F
5, Traffic Forecasts
a. The 0:2°/a annual growth We does not correspond to a projection factor of 1.0 which Is 0,46/0
annual growth. However, using the 0.2%6 annual growth does not impact the results, as it Is not
more than would actually be used In. rounding the. traffic volumes.
6. Trip.Distribution
a. Provide an :explanation as to how the percentages were determined.
b: it is difficult to determine how the exiting site traffic fits with these percentages,.
1, Trip.Genera#'ion
a. The report describes the use of the iTE Trip Generation Manual 91' and 193h editions, it appears
that the 101h edition is What is used.
b. The i 01h edition has the category used in the. report 945 -- GasolinelService Station wl
Convenience Market. It appears more appropriate to use 853 -- Convenience Market with
Gasoline Pumps. This category has significantly more data points. In. either case the -report used
fueling positions to determine the number of trips. if .SF is used for 846, the trips are significantly
greater than what the. report uses. Both measures are used in 853, the trips ara hfgner ono
relatively close together, but again higher than the report.
G:. It appears that the .'; f4S>' made -to -order dining area: should have trips. generated.ori its own,
since this could be a specific destination.
d, Shopping Center
I: .How was 30 ksf size arrived. at?
ii. AM rate does not appear realistic, particularly with a 7,15.— 8:15 AM Peak Hour.
Pass -Sy Trips
a. By definition, pass -by trips would be those frorn.traffsc on Hoffman Road. Traffic from TH 61 and
j OR E would bo diverted trips, but.essvntiaily with the same impact. However, it appears the.
Ij reported number of pass -by trips. have been totally deducted.from the site access: These
rerouted. trips still need to access the site. When. comparing Figures 3, 63 and 71 the site entering
i and exiting. traf o.. in the AM Peak.Hour is 52 and 50 respectively and the PM Peak Hour it 65 and
i 5.3 respectively: A figure should be:created showing the pass -by trips.
b.. It appears that the rate used for the Coffee/Donut Shop is high (84%), since the 1TE reported data
doesnot have any.inside seating.. The reported .percentage is also daily and not peak hour. We
assume that there is inside seating based on the proposed use of a dining area. Based on the
site having seating a lower pass -by rate appears.sppropriate. Suggest it is better based on
i category 934 -- Fast Food Restaurant with Drive -Through Window (60%).
9. Torn Lane Analysts
a.. The. report assumes that a right turn lane approaching Hoffman Road would need to be
accomplished in the existing street width. A lame could be constructed with additional right-of<way
with no impact to the existing 1hru lanes.
t
s;1TJ19igcml klsainmcnll 56y3.ny-realge se-gerri rakefiyvoa-vBai i e, ao,i
i
i
1
