For a Type C or .D street intersecting .another Type C. or D .street the <br />minimum required clear sight distance shall be 13.0.feet. <br />c. For any street intersecting either County Road. 8 or U.S. Highway 61, the <br />minimum required clear sight distance is subject. to the standards of Ramsey. -County <br />or the Minnesota Department. of Transportation.. <br />d. For Type -A and B streets intersecting any other streets the. minimum required <br />clear sight distance shall be. 5 feet. <br />C) Pedestrian Network. Pedestrian sidewalks, paths and walkways shall be provided <br />within the community and shall constitute anintegral element :of the overall site design. They <br />shall provide .safe, convenient and attractive connections to, from and among community. focal <br />points, including 'resident al neighborhoods, town and neighborhood centers, transit stops, <br />schools, parks.and recreation areas, municipal buildings, and other public facilities. <br />i). Sidewalks shall be provided along both sides of all 'streets,. except for residential access. <br />lanes. (Type .A streets); which may have sidewalks on one side: <br />ii) Pedestrian path.. .shall be Iandscaped to provide.. scale; enclosure and shade. <br />iii) Intersections of 'pedestrian paths with streets shall :be designed with clearly defined <br />edges, `Crosswalks shall be well -lit and defined with contrasting paving materials or <br />striping. <br />iv) Sidewalks and paths shall be a minimum of feet. in width in residential areas, and 10 <br />feet within commercial and civic. areas, where practicable.. Where space for the minimum <br />width is not available, the maximum practicable width.shall be used. <br />y) Within lots, walkways shall provide .pedestrian. access through parking areas .or open <br />space to building entries: Such walkways shall be located. and aligned to :directly and <br />continuously connect areas and points of pedestrian origin and destination, Such <br />walkways shall be at leas.t.5 feet in width and be delineated by grade separation, planters; or <br />alternate paving.material. <br />vi). Where the primary pedestrian access . to a 'building or site: crosses .an internal traffic <br />Line or other automotive access; the pedestrian crossing shall emphasize and place priority <br />on pedestrian access and safety, The material :and layout shall be continuous as the <br />pedestrian access crosses, with .a.. break in continuity of the automotive paving and not in <br />the.pedestrian access way. <br />vii) All sidewalks and .pedestrian paths shall be handicapped accessible. Curb cuts. and ramps .shall be <br />located :at convenient, safe locations f6r the physically disabled, bicyclisus, and.people pushing strollers .o.r carts. <br />The location and design of curb cuts a <br />ramps shall rneer the requirements of County and State Americans -with Disabilities Act <br />ramp standards,. and shall avoid crossing or directing'pedestrian and bicycle traffic through <br />loading areas, drive-in lanes, and solid waste storage and collection areas. <br />viii) Where transit service is available or planned, site. plans shall.provide pleasant And <br />convenient access to'transiC stops. Where. transit shelters are provided, they shall. !ie placed <br />in locations that promote security through natural surveillance and visibility; and shall be <br />well -lighted and weather -protected. <br />9.7.4 Civic . Space :Placement, The plans should identify the 106/6 or more .of the total. acreage .in. <br />developmentwhich will be developed as. Civic Space. Layout and relation to surrounding <br />thoroughfares should be clearly: depicted on the. plans.
