All vehicle parking is proposed in existing striped parking spaces. <br />Mr. Newcomb's goal is to have 20-26 cars displayed for sale at any given time. <br />The proposed hours of operation are: Monday — Thursday 10 a.m. — 6 p.m., <br />Friday 10 a.m. — 4 p.m., and Saturday 10 a.m. — 2 p.m. The business is proposed <br />to be closed on Sunday. Some business may occur outside of the listed business <br />hours if requested by potential auto buyers. <br />Two actions are required by the City to approve the requested changes by the <br />applicant: <br />Approve a Conditional Use Permit to Mr. Newcomb (Four Seasons Auto <br />Sales) in order to permit the outside display and sale of autos. Approval <br />may be subject to reasonable conditions determined by the City. <br />2. Amend the current Four Seasons Auto Conditional Use Permit, listing <br />conditions relating to the auto repair business and eliminating the <br />conditions relating to the auto sales portion of the business. <br />Section 17 of the Gem Lake Zoning Ordinance sets the requirements in which a <br />Conditional Use Permit must be reviewed, and also sets the standards which <br />must be met in order to approve the permit. <br />The City Council may grant a Conditional Use Permit for the uses listed as <br />"conditional" in the Gateway Zoning District. In granting the Conditional Use <br />Permit, the Council may impose conditions which promote guidelines set forth in <br />the Comprehensive Plan and are in harmony with the purpose and intent of the <br />Zoning Ordinance. <br />When reviewing a Conditional Use Permit, the following criteria shall be reviewed <br />and measured by the Planning Commission and City Council: <br />1. Adjacent uses. <br />2. Air and water quality. <br />3. Traffic generation. <br />4. Public safety and health. <br />5. Aesthetics of the area. <br />6. Economic impact on the entire area. <br />7. Consistency with the Comprehensive Plan. <br />8. Anticipated duration of the Conditional Use Permit. <br />The proposed use shall conform to the following General Standards: <br />New uses must be in compliance with all Zoning and other regulations, will <br />not impose additional costs on the public if it becomes necessary for the <br />public to take the property in the future, and the user agrees to any <br />conditions of approval set forth by the City Council. <br />iA <br />
