CITY OF GEM .LAKE <br />RESOLUTION NO, .2005-26 <br />16 NOVEMBER.2005 <br />A RESOLUTION ORDERING TWO FEASABILI.TY STUDIES TO BE <br />CO.MPLETED'BY THE CITY ENGINEER ON THE DEVELOPMENT OF A CITY <br />WATER. PLAN AN6 THE INSTALLATION OF PHASE ONE CITY WATER, - <br />RECONSTRUCTION OF THE SANITARY SEWER SYSTEM, CONSTRUCTION <br />OF A.STORM SEWER SYSTEM, AND. ROADWAY RECONSTRUCTION ALONG <br />THAT PORTION OF' SCHEI.I.NEMAN ROAD AND HOFFMAN ROAD WEST <br />FROM HIGHWAY 61 ON'THE NORTH TO HIGHWAY 61 ON THE SOUTH. <br />WHEREAS,. the: CityCouhcil of the City of Gem Lake has ordered a feasability.staidy to. be performed by SEH; Inc.. <br />acting. as the City: Engineer to develop a comprehensive., city water plan for Gem Lake; and <br />WHEREAS, the White Bear Lake Fire Department acting under contract as Gem Lake'.s f re and rescue department and <br />emergency medical service provider has made. several recommendations that city water in the business district is <br />increasingly important to their ability to respond safely and effectively to a fire event.in this districtand tha the absence <br />of.same severely limits their ability to respond to a fire event; grid <br />WHEREAS, thc.RamseyCbuaty Public-Heial.th Department has recently expressedconcern that severalbusinesses in <br />the district are servin;; food and beverages without the preparation or clean-up benefit of proper water supply thus <br />iimitino the ability of the businesses to effectively maintain an environment satisfactory tq current pubk health <br />standards; and <br />WHEREAS, the potential for future development in the area is dramatically impeded by the. absence of a public water <br />system; and <br />WHERtA'S, >thp current sanitary server .systein is of an age that, using best practices, it sit be cpmidei ed for <br />replacement due to possible;structural problems as well as.Iitflow/infiltration probletits; and <br />WHEREAS, development of a.storni. drainage plan for the business district is consistent with the City'§NPDES Phase <br />II MS4 and S.WPPP Pen -nit No. MN R.040000; and <br />WHEREAS, Ramsey County has previously indicated a desire to turn back these two roadways to the City ofGettt L. of e <br />making them public streets; now, therefore, be it <br />RESOLVED., thattW City Council of the City of Gem Lake does hereby accept the proposals presented by SE14 for <br />developittent of the feasabi lity..studies :and orders same to be completed. in a manner that would allow for consideration <br />o [*the commercial district portion as Public Improvement ProjectNo. 2006-Q3-to becornmeneed in the 2006 construction <br />I ea50tt. <br />The foregoing Resolution was offered by Councilor .Bosak.and was supported by Councilot• Ras it(weir.and <br />Nvas declared ntloNate nhIfowing vote: <br />NAME <br />EMEOTT- <br />'WA7W.. <br />RASMUSSFr�-* , <br />.SCHILLIN.G <br />BO AK <br />VOTE <br />Aye <br />.4ye <br />I Aye I <br />: Aje <br />dye <br />ATTEST <br />I, Frederic C.
